The 21 st century is the century of openness.It is also the century of the ocean.The ocean,which nurtures life,connects the world and promotes development,is of great significance to the survival and development of human society.With the accelerating economic globalization and the rapid development of modern science and technology,the ocean has become more prominent in the country's economic development pattern and opening up to the outside world,and plays a more significant role in the construction of national ecological civilization.It has increasingly become China's greatest potential for high-quality development,as well as provided largest space and maximum kinetic energy.On April 19,2017,during his first inspection in Beihai city,Guangxi province,general secretary XI Jinping proposed for the first time to “build a good seaward economy” and “write a new chapter of the maritime silk road in the new century”.In the increasingly fierce global marine competition,the national marine power strategy is further deepened,the “Belt and Road” initiative gradually goes deep solid,the status of the marine economy is increasingly promoted in the national economy,the ecological civilization construction is integrated into the overall national layout,and new development concepts have become new strategic guidelines.With the above background,based on the current research on the seaward economy at home and abroad,this thesis combines the green development theory,based on relevant statistical data,and uses relevant tool models to systematically study the green development of the seaward economy in China.This thesis further enriches seaward economic research in theory and provides targeted policy recommendations for China's green development of seaward economy in practice.First of all,based on current research and discussion on the concept of seaward economy at home and abroad,combined with green development related theories such as sustainable development,regional economic growth stage,ecological compensation,circular economy,land and sea coordination,and high-quality development,this thesis defines the concept of seaward economy as: a new open economic model based on land-based economy,based on marine economy and characterized by coordinated development of land and sea economy.And the green development of seaward economy is defined as: under the guidance of the concept of green development,seaward economy takes sea and land space in coastal areas as space carriers,and it is a sustainable development economic model characterized by "green development of marine economy","green development of coastal land economy" and "harmonious development of land and sea economy".Secondly,in order to keep abreast of the current dynamics of domestic and overseas economic development of the sea,and to provide lessons for China's green economic development,this thesis summarizes the current green economic development models and policies of the main marine countries(or organizations)in the world and advanced coastal areas in China.Internationally,based on the consideration of the balance of geographical distribution and differences in national systems,the United States,Japan,and the European Union are the typical examples,and their experience in developing the sea economy is summarized separately,and "focus on marine strategy" and "focus on marine technology innovation" are obtained."Focus on improving the marine legal system" "emphasis on the sustainable development of the marine economy" four lessons learned.Domestically,the five provinces and cities of Shandong,Zhejiang,Guangdong,Fujian,and Tianjin are listed as advanced coastal areas in China,based on whether the pilot work of marine economic development is included in the national strategy.And they are summarized from five aspects: "emphasis on giving play to organizational leadership","strengthening the top plan of the ocean","improving the ocean management system and mechanism","strengthening the innovation of marine science and technology",and "promoting the construction of marine ecological civilization".Again,based on the definition of the green development of seaward economy,focus on the use of evaluation models such as DEA model,coupled coordination model,exploratory spatial data analysis,spatial econometric model,the evaluation index system for the green development of China's seaward economy has been constructed from three aspects: "green development of marine economy","green development of land economy" and "harmonious development of land and sea economy".And using 2007?2016 "China Ocean Statistical Yearbook","China Statistical Yearbook","China Tourism Statistical Yearbook","China Fishery Statistics Yearbook" and other public literature statistical data to conduct empirical research.Empirical analysis results show: with regard to the green development of the marine economy,without considering the influence of external environmental factors and random factors,China's marine economic green development efficiency has been steadily improving from 2006 to 2015.The average marine economic green development efficiency value increased from 1.78 in 2006 to 2.40 in 2015,and the average annual increase is 0.62%.At the same time,the gap in the efficiency of the green development of the marine economy between the provinces of China's coastal regions fluctuated greatly from 2006 to 2015,and the gap is always maintained at a high level.This shows that the green development of China's marine economy is not balanced on the whole.In terms of green development of the land economy,the level of green economic development in the coastal areas of China's coastal areas roughly conformed to the ranking order of Shanghai,Guangdong,Shandong,Tianjin,Zhejiang,Jiangsu,Fujian,Liaoning,Hebei,Guangxi,and Hainan from 2006 to 2015,and basically positively relating to the overall economic strength of the provinces in China's coastal areas,and the provinces have their own advantages and disadvantages.Regarding the coordinated development of the land and sea economy,the boosting effect of the marine system in China's coastal areas on land economic development was generally low from 2006 to 2015,showing an upward trend year by year,and the range of change is not obvious;The coupling degree of land and sea economy declined in 2008,then it showed a slow upward trend,and the inter-provincial differences have gradually narrowed,and the overall transition to a coordinated scope,but the process is extremely slow;the coupling and coordination degree of the land and sea economy in China's coastal areas showed spatial distribution characteristics In 2013 and 2014,but the spatial distribution characteristics of other years basically showed discrete;The coupling and coordination of land and sea economy generally exhibits negative auto-correlation characteristics,and transiting from discrete distribution state to agglomerated distribution state.At last,according to the results of empirical research,this thesis makes an overall judgment on the current trends and major shortcomings of China's seaward economic development,and on the basis of conscientiously drawing on the green development model and policies of seaward economy at home and abroad,combined with the requirements of leading the high-quality economic development with new development concepts in the new era,focus on the perspective of promoting the modernization of governance system and governance capabilities,this thesis puts forward six policy recommendations on China's green economic development towards the sea,"Insist on taking land and sea as a strategic guide","steadily establish the concept of green development","adhere to the classification and implementation of measures according to local conditions","accelerate the construction of a modern marine industry system","solidly promote the construction of marine ecological civilization","deeply implement innovation-driven development strategies.Providing reference for the decision-making of the party committee and government in the coastal areas of China,and putting forward the next step of the research on the green development of China's seaward economy.In general,there are three main innovations in this thesis: One is theoretically,under the background of green development in the new era,this thesis constructs the evaluation index system of China's seaward economic green development for the first time.creatively putting forward the green development model of seaward economy characterized by "green development of marine economy","green development of land economy" and "harmonious development of land and sea economy".The second is the method,this thesis uses evaluation models such as DEA model,coupling coordination model,exploratory spatial data analysis,spatial measurement model,etc.to conducted empirical research on "green development of marine economy","green development of land economy" and "harmonious development of land and sea economy" from multiple angles,based on the characteristics of green development.To a certain extent,the accuracy of empirical research on the green development level of China's seaward economy has been improved.The third is in practice,this thesis combined with the requirements of leading the high-quality economic development with new development concepts in the new era,providing policy recommendations accordingly on the green development of China's seaward economy from the perspective of advancing the governance system and the modernization of governance capabilities.,and on the basis of drawing on the green development model and policies of domestic and international economic development towards the sea,and the empirical research results of China's seaward economic green development level.It provides reference for the decision-making of the party committee and government in the coastal areas of China,having a strong practical guiding significance.
