The Research On Local Governance Pattern Of Urban Air Pollution

After thirty years of rapid development,cities have become the key forces to promote economy growth and social progress.The rapid development of city has led to severe air pollution.Especially in recent years,cities which accounting for more than 50% of the land area of China have suffered from the haze that make the government and society are deeply felt significant influence of air pollution on urban development.The central government pays more attention to air pollution and has issued many strict environmental policies to urge local pollution.The local government responds positively to the central government and spends lots of administrative resources to control pollution,the whole country sets off a wave of urban air pollution control.But the situation of air pollution just gets partial improvement and is still in the overall deterioration.Being lack of mature governance pattern and having a strong randomness arbitrary,it is difficult to achieve sustainable governance performance on air pollution.Therefore,there are obvious practical significance and political influence to ascertain the formation mechanism of local governance plight and to find effective governance pattern.The dissertation takes air pollution governance of Lanzhou as the research object,focusing on how to build an effective governance pattern and how to break the local governance dilemma of air pollution.Lanzhou used to be the most polluted cityinChina and now it has made the most significant governance result after long-term air pollution control.The pollution governance practice of Lanzhou is an epitome of China,on behalf of the national urban air pollution governance reality.The dissertation masters the history and reality of air pollution governance in Lanzhou after detailed literature review and in-depth fieldwork,then researches a series of specific event and presents the evolution process of air pollution governance in Lanzhou.On this basis,the dissertation sums up the typical characteristics and finds out practical difficulties of local governance of Chinese urban air pollution.Then through institutional analysis,evolutionary game and numerical simulation method,the dissertation clarifies the reasons and mechanism for the local governance plight of pollution,describing the action logic and the role arrangement of governance participants and summing up the key factors in governance performance.Next,the dissertation integrates resource dependence theory,collective action theory,game theory and collaborative governance theory to construct a theoretical framework of collaborative governance on urban air pollution.Lastly,the dissertation puts forward some policy recommendations from cultural system,management system,organizational structure and operating mechanism to build collaborative governance pattern of urban air pollution and provide useful lessons to improve local governance on urban air pollution in China.The dissertation is divided into the following seven chapters:The first chapter is an introduction.Firstly,this chapter describes the background and meaning of the dissertation,then defines research question that is how to build an effective local governance pattern of urban air pollution.Secondly,it defines core concepts and reviews relevant research literatures.Finally,on the basis of the existing literature,the chapter proposes the research frame,research content and basic framework of the dissertation.The second chapter includes the theoretical basis and analytical framework of the dissertation.Collaborative governance theory,resource dependence theory,collective action theory and evolutionary game theory constitute the theoretical foundation of the dissertation.Firstly,the chapter focuses on the basic connotation and the concrete application of these theories to provide a solid theoretical support for subsequent theoretical analysis and empirical research.Secondly,the chapter proposes collaborative governance as analytical framework of this dissertation and elaborates on the theoretical source,the basic concepts and the main points of collaborative governance theory.On this basis,the chapter summarizes relevant research achievement of theoretical framework about collaborative governance,then puts forward interpretative framework for collaborative governance from governance philosophy,organizational structure,operational mechanism and governance systems.Therefore,this dissertation takes collaborative governance as analysis framework to summarize governance dilemma,analyze the causes and make suggestions which make the dissertation is established under a unified framework.The third chapter is a depth portrayal of the local governance reality of urban air pollution in China.This part introduces the history and current situation of Chinese urban air pollution,summarizes the characteristics of local governance pattern,governance achievements and the problems remaining about urban air pollution in China and describes the basic outline of China's urban air pollution governance.Then the chapter takes the governance practice of Lanzhou as research target to explore factors affecting the performance of local governance by review and description the history and current status of air pollution governance.This chapter provides a vivid reality material for subsequent chapters which is a connecting link between the preceding and the following.The fourth chapter summarizes the plight of local governance on urban air pollution.By describing a number of specific fragments or more consecutive static and dynamic scenes,the chapter describes the local governance plight of urban air pollution from four aspects including closed governance system,fragmented governance philosophy,administrative operational mechanisms and bureaucratic organizational structure under the authority social condition.The fifth chapter is to analyze the formation mechanism of the governance plight.The chapter not only analyzes the principles and mechanism of interaction of governance body during the different situations but also describes the logic and path about the current system environment which impacts the behavior of participants.The purpose of that is to analyze the reasons for the formation of governance dilemma from inside and outside aspects,to open the black box of local governance which can help to lay a solid foundation to seek the alleviation of dilemma.As for the arrangement of contents,the chapter firstly analyzes the real situation of Chinese society from three aspects which interwoven by authoritarianism and extreme modernism.Secondly,from both inside and outside aspects,the chapter analyses the interaction between multiple participants of local governance of urban air pollution by evolutionary game and summarizes every action strategy and evolution process under different institutional environments.Finally,by using of computer simulation technology,this chapter assigns data to variables which influence governance performance and obtains behavior action of governance participant under the specific system environment.The purpose of numerical simulation is to verify whether the theoretical conclusion is consistent with governance reality and the formulation mechanism of the governance dilemma is correct and credible.The sixth chapter focuses on how to build collaborative governance pattern of urban air pollution.Firstly,the chapter compares the characteristics and limitations of the presence pattern of environmental pollution governance.Secondly,the chapter clarifies the basic function and the foundation of the collaborative governance of urban air pollution to prove its necessity and feasibility;Thirdly,on the basis of existing research achievement,the chapter builds an overall framework of collaborative governance of urban air pollution and describes the functions of collaborative governance from four areas including cultural values,governance systems,operational mechanisms and organizational structure.Finally,the chapter proposes the specific proposal and path to achieve environmental collaborative governance.The seventh chapter is conclusion and outlook.The chapter summarizes research findings,innovations and shortcomings of the dissertation in order to predict research direction and content in the future.
