Study On Collaborative Governance Mechanism Of Cross-regional Water Pollution In China

The problem of environmental pollution has always existed with the development of our society.At the same time,the environmental pollution problem has become more and more serious.Today,the problem of environmental pollution is no longer a single area of the problem,but showing a trend of cross-regional pollution.In addition,the central government on the local government to exert more and more pressure on environmental pollution control,how to correctly handle the relationship between environmental governance and local socio-economic development,as in front of the local government problems.Cross-regional environmental pollution co-governance concept proposed,just to solve the above problems provided the possibility,brought hope.As the environmental pollution control,most of the lack of communication and coordination,cross-regional collaborative governance mechanism is relatively lacking,the effect of governance has been insufficient.To this end,China should actively explore the scientific,reasonable and perfect cross-regional pollution synergistic governance mechanism,through various efforts to work together to create a good ecological natural environment contribute.In this paper,through the introduction of the Huaihe River Basin water pollution co-governance case,analyzed the current Huaihe River Basin cross-regional pollution co-governance in the main problems,such as differences in ecological values,cross-sectoral water pollution control synergy is poor,cross-sectoral water pollution The lack of long-term monitoring mechanism,the lack of legal protection,cross-sectoral water pollution control responsibility mechanism is not perfect,resource integration is not in place and cross-sectoral water pollution control lack of unified balance objectives,the system is not strong and so on.And then put forward the effective measures to improve the inter-regional environmental pollution synergistic governance mechanism,such as the establishment of inter-regional pollution synergistic management mechanism of the organization,the establishment of cross-regional pollution co-governance law enforcement monitoring mechanism to establish cross-regional pollution co-governance incentive assessment mechanism As well as the establishment of cross-regional pollution co-governance operation of the security mechanism.
