Research On The Air Pollution Control Of L City Government From The Perspective Of Collaborative Governance

In recent years,various environmental pollution incidents have emerged in a large number,especially the problem of air pollution frequently appearing in the media,which has become a concern of the public,the media and party committees and governments at all levels.Local governments have carried out air pollution control work in accordance with laws,regulations and the decisions of the central government.They have adopted a series of measures in accordance with local situations and achieved interim results.At the same time,scholars in various fields have conducted a lot of in-depth researches on the government's control of air pollution,and have made progresses in both theoretical and empirical research.Against this background,this paper takes city L as an example to observe the governance process of air pollution from the perspective of collaborative governance.With the relevant concepts and theories of the government internal departments coordination and the coordination among government,society and the public.By analyzing the actions taken by the government of city L,the following four problems have been found: the lack of government internal departments coordination;the lack of coordination between the government and society;the lack of coordination between the government and the market;the limited role of environmental protection organizations and the public.The main reasons lie in the incompleteness of relevant legal standards,the concession of environmental protection for the sake of economic development,the concept of coordinated government governance has not been put in place,the imperfect assessment mechanism,officials' neglect of duty and the ‘wash bowl effect'.This paper proposes the following countermeasures: On one hand,it is necessary to improve the internal mechanism of local governments,including implementing the concept of collaborative governance centered on public needs,clarifying the relevant responsibilities of various departments within the government at all levels,strengthening the environmental protection inspection mechanism,adopting fault tolerance and correction mechanisms in an effective way,and reforming the assessment system,etc.On the other hand,the role of other entities need to be emphasized,such as the promotion of Industry-University-Research of pollution control technology,the dual disclosure of government regulatory information and unit pollution information,the use of administrative and market methods to encourage corporate pollution control,and the mobilization of public participation in different methods.This paper studies the air pollution control of local governments within the scope of public management theory,which may provide some references for local governments to promote the process of air pollution control.
