Performance Enhancement Of Environmental Governance Based On PV-GPG Theory

Environmental protection has been an important task for all the nations in the world.With the development of public administration theory,the application of governance theory has become more and more popular in solving enviornment problems,which is different from the past when government is the sole actor to solve these problems.Starting with social construct of government performance,Public Value-Based Government Performance Governance(PV-GPG)provides a new perspective which is more fit for the developing tendency of public administration development,and tries to construct a new paradigm to analyze the problems related to environment performance governance.The paper takes the theory perspective to analyze the enhancement of environment governance performance,provide a new way to guide social actors to improve environment governance performance,and offer a feasible option on how to choose a proper decison-making way to improve environment governance performance.There has been plenty of research on governance theory.The fragment feature of governance activities makes the research on governance performance be difficult to form an agreed norm.Current research on national governance evaluation mainly focuses on the discussion of indicator systems.The reasearch in different regimes has different focuses,which results in that the achievement of the consensus become a race without terminal point.One of the advantage of PV-GPG theory is its regime-dependant feature,while observing governance performance from the public value perspective can avoid the differences of the view on performance that political backgrouds lead to.Because of this,PV-GPG theory can make different schloars in different regims achieve consensuses in more aspects.Most of the governance practices in the world proceed under the guidance of governance,so government still plays an important role in improving governance performance,and the research on the enhancement of governance performance need take the context of govenment-dominance as the starting point.The paper puts the research focus of environment governance performance on the level of value conflicts in governance process,and the research focus of the enhancement ways of environment governance performance on value conflict management;while the premise of the research on value conflicts is to sellect values,and the best result of value conflict management research is to produce a feasible analytical tool.Based on the logic,the paper can be divided into three parts as follows:Firstly,the paper analyzes the value options in the general public administration process of Chinese environment governance performance by applying the qualitative research method,and the source of value conflicts by using PV-GPG theory.It argues that government always select parts of the value sets rather than all of them,so there must be some value demands can't be satisfied,which leads to the rise of value conflicts.After the analysis,the paper codes the value options of the general public administration process of Chinese environment governance performance,and respectively forms four categories in consensus-dominated public values and outcome-dominated public values.The same method is used to analyze the value options of American Environment Protection Agency.By integrating the value options of China and USA,the paper constructs a value option framework of the general public administration process representing the developing countries and the developed countries.Secondly,the paper takes the governance of John Day River as a case to analyze the relationships between different actors who cooperate in environment governance,and forms a governance structure map.Then,it analyzes the value options of different actors and the contents of value conflicts to get the conclusion: value conflicts not only exist between different players,but also inside the player.At the end of this part,it constructs an environmental governance public value analysis matrix,and applies this matrix in practice level.Thirdly,this paper constructs a basic model for enhancing the performance of environmental governace—Tolerable Windows(TW)by analyzing every demention of TW and combining it with environmental governace performance,and futher develops TW into three different patterns to analyze how to enhance governance performance in different contexts according to the interrelationship between the best decision-making point based on cost-benefit analysis and the TW representing consensus achieving.Then,it takes the eco-logical environment governace of John Day River as a case to analyze the the solution of performance enhancement in three different contexts.
