With the continuous improvement of urban economic development and people’s material and cultural level,the urban modernization development process of my country’s socialist harmonious society has also come to the "post-acceleration stage." However,in recent years,the frequent cases of conflicts between neighbors and avoidance have repeatedly stimulated and impacted the stable and prosperous road of urban economic and social development.As the main leader and directly responsible body of public affairs in urban communities,how should local governments respond to such cases? Proper management of social public crises is a problem that has plagued us for many years.The public only pursues "voicing their own voice" in the conflicts between neighbors and avoidance,but they often can only adopt irrational,non-standard,and unofficial modes of resistance.Such extreme "talking" methods are in contrast to the negative publicity in the early stage.Affairs participation is very different.All of these make us have to reflect on whether there are still many serious negligences and loopholes in the governance of urban planning and construction and the construction of neighbouring facilities that benefit the people.As a matter of fact,what people resist is not only the simple statistical and numerical EIA results,but also the protests and opposition to their neglected,forgotten,undervalued risk feelings and the superior "authoritarian authority".Induced the fierce conflict afterwards.This article uses the psychological risk acquisition perception theory,borrows the perception of crisis outbreak and the perception of its own cost loss,and separates the typical pollution avoidance conflict events in my country for case discussion and analysis.In the past 12 years of pollution-related conflicts between neighbors and avoidance,there are obvious differences in risk perception between local governments,project contracting companies,and people participating in the struggle,and there are deliberate "environmental injustices".This article hopes to start from the root problem of eliminating the difference in risk perception,from the three aspects of governance’s multi-agent perception,procedural process justice,and whether the expected assessment is scientific,and use big data technology to gather typical pollution-related neighboravoidance conflict incidents.Carry out inductive analysis and integration,and propose highly feasible government public governance countermeasures to improve the governance research on neighboring and avoiding conflicts at this stage.
