With China's economy entering the "new normal" phase,the role of input elements that drive growth is being weaken.The traditional extensive development pattern is unsustainable.The carrying capacity of environment is approaching the critical level.The report at 19 th CPC National Congress indicated the policy direction of green development,and established the policy goal of coordinated development between the environment and the economy.We want both golden,silver hill and clean water,green mountains as well that means China should maintain both the economy's momentum and improvement of environmental quality in future development in order to achieve a win-win situation between the economy and the environment.To achieve this goal of development,China is urgent to guide transformation and upgrading of production mode,promote clean technology innovation,achieve cleaner production,and replace traditional polluting industries with green industries,make green industries becoming a new driving force for economic growth.Therefore,it is of great significance to study the mechanism of clean technology progress and to test the economic effect produced by the progress of clean technology.Based on this,this paper first studies the impact of environmental regulation and clean technology R&D subsidies on clean technology progress under closed economic conditions.Secondly,this paper explores the factors that promote the development of clean technology under the conditions of open economy.Thirdly,constructing the dynamic stochastic general equilibrium model to simulate the impact of clean technology progress on the economic system.Finally,the TVP-VAR model is used to examine the relationship between the progress of China's clean technology and the economic operation.The main research contents and basic conclusions of this paper are as follows:(1)Investigating the effect of environmental regulation and clean technology R&D subsidy on clean technology progress under closed economic conditions.This paper constructs an endogenous technological progress model which includes both clean and non-clean intermediate products under closed economic environment,and discusses the endogenous mechanism of clean technology progress under environmental regulation.Interprovincial data related to the pilot transaction of the emission right of industrial sulfur dioxide in China is used to test the conclusion of the theoretical model.The results of the study show that: Firstly,the pilot policy of industrial sulfur dioxide emission trading has increased the level of clean technology innovation in the pilot provinces during the observation period,which is consistent with the conclusion of the theoretical model.Secondly,the emission trading policy of China's pilot provinces failed to play the role of emission reduction,which is not consistent with the conclusion of the theoretical model.Thirdly,only the clean technology R&D subsidy is combined with the emission trading system in order to give full play to its policy effect.Finally,there is a double threshold effect on the R&D investment of the clean technology research and development subsidy,which means high subsidy not necessarily lead to rapid technological progress.(2)This paper explores the formation mechanism of clean technology progress under the conditions of open economy.This paper constructs a binary economic system contain both a strict environmental regulation and a loose environmental regulation economy,discusses the effect of spatial correlation of clean technology progress possible under differences environmental regulation intensity,so that explain the external factors to promote the transformation of technology progress from pollution to clean.On this basis,the empirical test of the inter-provincial panel data by the spatial measurement method is used to verify the conclusions obtained by the theoretical model.The results of the study show that: The progress of clean technology shows obvious spatial correlation characteristics.The spatial correlation of clean technological progress is reflected in the dual influence of the geographical location factors and the environmental regulation intensity of clean technology progress.The specific performance is as follows: There is a correlation between the areas where clean technology progress is close and the enforcement of environmental policies between the two places is quite different.The results of spatial econometric models show that China's inter-provincial clean technological progress has strong spatial dependence,and the clean technological progress of the region has a positive spatial spillover effect.The improvement of the level of research and development of clean technology in provinces adjacent to the province and more stringent environmental policy implementation has a positive effect on the development of clean technology in this province.(3)The influence of the progress of clean technology on the operation of the economic system is studied from a theoretical point of view.This paper constructs a dynamic stochastic general equilibrium model constrained by environmental factors,and introduces pollution technology shock and clean technology shock into the model,and theoretically analyzes the impact of clean technology progress on macroeconomic change.The simulation results show that: Firstly,the increase of traditional production technology and clean technology has a positive impact on the total output level,but the impact of traditional technology improvement on total output has a significant shortterm characteristics,while the impact of clean technology improvement on total output is long-term.Secondly,increasing the level of traditional production technology will increase the emission of pollutants,and then lead to the increase of the level of the pollutant stock.The development of clean technology can play an active role in the reduction of the discharge of the current pollutants or the continuous improvement of the environmental quality.Thirdly,compared with the impact of traditional production technology impact and clean production technology impact,the total consumption of traditional production technology is more affected by the impact of the traditional production technology.But from the persistence of the impact,the impact of the clean technology impact continues for a longer period.Finally,compared with the impact of the traditional production technology impact and the clean production technology impact,the investment under the impact of traditional production technology is more affected.(4)The relationship between the development of China's clean technology and the economic operation is tested.The empirical results show that: First of all,since the reform and opening-up,China has made great progress in environmental protection.It shows that the ratio of the real GDP excluding traditional natural resources and the loss of pollution has increased from 78.84% in 1978 to 98.58% in 2014.However,it should not be overlooked that because of the huge GDP base in China,although the loss of natural resources and pollution accounts for less than 2% of GDP,its absolute value is still huge,so our future environmental protection task is still arduous.Secondly,since 1978,the direction of China's technological progress has changed,from high pollution and high energy consumption technology to clean technology.Thirdly,clean technology progress will temporarily impede economic growth.With the improvement of clean technology production capacity,the resistance of clean technological progress to economic growth will disappear,and finally,the coordinated development of cleaner production and economy can be realized.Fourthly,the development of clean technology can effectively reduce environmental pollution.The direction of clean technology bias is gradually deepened in China,and the ability of clean technology to reduce pollutant emissions is increasing.Clean technology plays an important role in the process of pollution control in China.In the context of the "new normal" phase,the development of clean technology is still an effective way to reduce pollution and improve the environmental quality.Finally,the progress of clean technology helps to rationalize the energy consumption structure.Clean technology advances do help to change the irrational energy use structure,and clean technology advances have a longterm effect on the adjustment of energy use structures.
