In the report of the 19th National Congress of the Communist Party of China,it is important establish the concept of socialist ecological civilization and regard“beauty”as an indispensable condition of realizing strong socialism modernized country.Hydro-ecology civilization is one of the main concepts of ecological civilization,water governance became a hot research topic in the recent decades.Past researches were put more effort on trans-boundary cooperation among different areas,basins and cities,while ignore the complex relationships among stakeholders of individual city.The complexity of hydro-ecological governance and the relation game among stakeholders may easily lead to a series of externalities,such as free-riding,tragedy of the commons and the dilemma of collective action.Analysis of network governance model could improve awareness of power relations to promote information flow and enhance the capacity of doing collective action,which thereby promote to the modernization of hydro-ecological governance.E'zhou city is one of the first pilot cities of hydro-ecology civilization,that has typical effect.First hand data,acquired through semi-structural interview,questionnaire and so on,could show real governance situation.While social network analysis,regression analysis and other quantitative research methods could demonstrate the progress of urban hydro-ecological governance.In detail,it will focus on the initiatives of actors,social capital embedded in governance network,and public participation to do the research on urban hydro-eocological network governance.On the basis of ecology of game framework,it built up an urban hydro-ecological governance network,which consists of 59 stakeholders from municipal governmental departments,district governmental departments,town-level governmental departments,enterprises and NGOs.Analysis results showed that?1?high level of trust and specific organizational goals were positively related to participated enthusiasm,which encourage more actors to participate in hydro-ecology governance;?2?it demonstrated sufficient bonding capital in the governance network,which manifested as closed relationship and high trust.Meanwhile,low validity of participate channels and participation initiative caused low exerted effect of bridging capital;?3?transformational leadership and financial support were significant factors,it was an effective pathway to enhance the performance of public participation on hydro-ecological governance.It has significant effect on urban hydro-ecological governance that adjusted interests of different actors properly and promoted cooperation among them.Negotiation and communication among actors could built up trust and consolidated cooperative basis.Set up definite organizational goals,in terms of avoiding trapped in collective action dilemma,could led to synergy.Change governance belief,encourage more non-governmental actors to participate in hydro-ecology governance,exploit social capital and thereby construct a hydro-ecological governance network with diverse stakeholders.
