Under the severe environment problems,as a country which emits large volumes of Carbon Dioxide,China receives increasing pressures in both aspects of politics and economy.China also involves actively in the international coordination of carbon emission reductions.To fulfill the tough goal of carbon emission reduction,among different regions in this vast territory,Chinese policy makers should firstly focus on the characteristics of regions.Meanwhile,according to types of regions and industry sectors,defining real carbon emission responsibilities is also the base of policy making,to achieve a better balancing between efficiency and fairness.To answer those questions,we investigate the carbon emission characteristics of 8rigions in China,based on 8 types of energy using.We analysis the affecting factors of Carbon Emission by LMDI,and analysis the CO2 per capita via Theil Index.Also,we use MRIO to illustrate the carbon transfer among regions and sectors,and based on Lenzen?2007?,we allocate the carbon emission responsibilities by combining Consumption-Based and Production-Based carbon accounting principle.In the end,we use Pan?2015?to analysis the effect of carbon tax,under three scenario.The results shows that,regions and sectors share different characteristics.Developed region intent to transfer out CO2 to less developed regions.The sectors providing energy production receive more carbon transferring in,and sectors such as Agricultrue,Manufacture,Construction and Service are sectors emitting carbon out.Thus,levying the same level tax rate to all regions and sectors will widen their differences.Moreover,we shows that to induce different tax rate according to region types,sector groups or responsibilities,the tax burden allocations and tax costs will be diverse.Specifically,designing different taxes for different regions will be benefical for smoothing regional burdens,designing different taxes for different sectors will be beneficial for decreasing tax costs effects,and effects of designing different taxes for different responsibilities will fall in between thoses two types.Thus,the carbon reduction policy should be maden according to different types of regions or sectors.
