Climate change is a public environmental issue of major international concern and should be addressed jointly between countries.For this reason,many international climate negotiations have been carried out to clarify the carbon emission responsibilities of each country in jointly dealing with climate change.Accurate accounting of carbon emissions of countries is the primary meaning of clarifying the responsibility of carbon emissions of countries.At present,more and more scholars support the "consumer responsibility" principle of carbon emissions accounting,that is the carbon emissions generated during the production of the product should be borne by the final consumer of the product,and embodied carbon in trade is an important measure of this principle.The academic community has measured the import and export of embodied carbon in different countries.With the establishment of the China-ASEAN Free Trade Area,the achievement of China's comprehensive strategic partnership with Indonesia,and the implementation of “ the Belt and Road” initiative,the market prospects between China and Indonesia are good and trade is increasingly frequent.By 2018,China has become Indonesia's largest trading partner for five consecutive years.The problem of embodied carbon in bilateral trade can not be ignored.Firstly,this paper combs the relevant theories and literature,and holds that the environment of each country will be affected in trade,that is,the state transfers the carbon emissions implicit in the production process of the products through import and export products.This paper chooses China and Indonesia as the research objects and measures the embodied carbon in their trade by using multi-regional input-output method.The results prove that China is in the position of net export of embodied carbon,and the industry with more embodied carbon in exports is the basic metal manufacturing,chemical industry,machinery manufacturing,quarrying,and coke refining,etc.ThroughLMDI method,the factors affecting the change of embodied carbon are decomposed into scale effect,structure effect and intensity effect.It can be seen that the scale effect is positive,which is the main factor leading to the increase of China's export embodied carbon.Structural effect has not played its due role,which also contributes to the increase of embodied carbon,but in stages,China's structural effect has improved.The intensity effect has always been a factor that inhibits the increase of China's export embodied carbon.But in stages,China's production technology needs to be improved,and the structure and efficiency of energy consumption need to be improved.To sum up,in order to reduce China's carbon emissions,develop a low-carbon economy,and build a green“the Belt and Road”,the following policy recommendations are proposed: to promote the green development of China's industry;improve China's export trade structure;improve energy consumption structure and improve utilization efficiency;improve production technology level,promote cleaner production;strengthen regional climate governance and cooperation;and enhance the right to speak in international climate negotiations.
