A chemical industrial park(CIP)is a complex social-economic-ecological system comprising a number of stakeholders,such as chemical enterprises,government,and the public,interact.The ecologicalization of the CIPs is a polycentric governance issue in which these stakeholders are all involved.Based on the social-ecological system(SES)theory,this research has constructed a management framework of the ecologicalization of CIPs containing game analysis and ecological evaluation of CIPs.Methods and tools such as game theory,cost-benefit analysis,and ecological evaluation of CIPs are used to systematically study the normative questions and operational problems which are urgent to be solved in the ecologicalization of CIPs.The main research contents include:Ecological management framework of CIPs based on the SES theory.Based on Ostrom's social-ecological system theory,this chapter has established an ecological management framework of CIPs.Main systems of CIPs and sub-variables affecting CIPs',ecological progress are identified.Jiaxing Industrial Park is used as a case to explain the elements,system background,associated systems,and relationships between interactions and outcomes of variables within the framework.The essence of the ecologicalization of CIPs is embedded in the process of interactions and the association between interactions and specific outcomes.The main interactions in the ecologicalization of CIPs in China could be highly summarized as the ideas of relocating chemical enterprises to CIPs,the greening of CIPs,and scientific management.The essence of the ecologicalization of CIPs is to build chemical industry development systems with high resource productivity,high environmental robustness,and high self-adaptability through structural optimization,ecological restructuring,and efficiency improvement,achieving green development,low-carbon development,circular development,and high-quality development.The work above provides a theoretical basis for the subsequent game modeling research and ecological evaluation of CIPs.Game modeling and case study of relocating Chemical Enterprises into CIPs.The current focus and main measure taken to promote the ecologicalization of CIPs in China is to relocate chemical enterprises to CIPs.The Governance system and Interactions among Users within the No.77 document issued by the State Council in 2017 is deconstructed by the ecological management framework of CIPs.Two mixed-strategy game models between the government and the enterprise are constructed,respectively,and the difference between the two models is whether public participation is considered.Mixed strategy Nash equilibriums of the above two game models are solved from their payoff matrixes of the government and the enterprises choosing different strategies,which proves that public participation can restrain the deferment in relocating to CIP for chemical enterprises.This case study depicts that the strategy of relocating chemical enterprises into CIPs punctually can be the dominant strategy of the enterprises;and on this basis,a panoramic discussion of the costs and benefits of the enterprises is carried out.Moreover,the driving mechanism design of chemical industry zonation is supported by the above game modeling and case study.The ecological evaluation of CIPs.Under the background of CIPs' transition from standardized development to high-quality development,the ecological evaluation of CIPs needs to take both CIPs' ecological performance and ecological process into account.Based on the ecological management framework of CIPs,this chapter has built an ecological evaluation framework of CIPs including both process evaluation and performance evaluation.Process evaluation emphasizes on industrial chain system,infrastructure construction system,regulation system and their interactions;performance evaluation highlights integrated evaluation of CIPs economic performance,ecological efficiency,and environmental performance.The case study of the top 20 CIPs in China has verified the effectiveness and scientificity of integrating process evaluation and performance evaluation.The innovations of this study are as follows:the application of the SES theory in the field of CIP research,which reveals the essence and connotation of the ecologicalization of CIPs;the comprehensive illustration of the economic and institutional rationality of relocating chemical enterprises to CIPs,using game model and cost-benefit analysis;the establishment of an integrated ecological evaluation framework of CIPs combining process evaluation and performance evaluation,which is beneficial to the measurement of ecological progress of CIPs within their high-quality development process.
