Since the founding of the People's Republic of China,the state has vigorously promoted the strategy of urban construction and industrialization development at the expense of agriculture and rural development in exchange for the rapid development of the national economy.In recent years,along with the country's urban-rural development strategy and the inequality of resource allocation,a“urban-rural dual” economic structure with Chinese characteristics has been formed,which is characterized by backward rural production methods,low income levels of farmers,and deteriorating rural ecological environment.The urban-rural dual structure has become an issue that cannot be ignored in the current balanced development of the national economy.In the promotion of urban-rural integration,the ecological and environmental problems have become increasingly prominent.The integration of urban and rural ecological environment is not only related to the integration of economic development,but also to the overall situation of sustainable development of the ecological environment.However,the inconsistency of environmental protection policies between urban and rural areas,the unequal access to environmental rights,the imbalance in infrastructure construction,and the uneven investment in environmental pollution control have led to an ineffective improvement in the rural ecological environment.The ecological environment has not been effectively improved.Urban and rural areas have shown a “dualization” pattern in the field of ecological environment,and the gap between urban and rural ecological environment remediation capacity has expanded significantly.In this context,systematically analyze the integration of urban and rural ecological environment,scientifically evaluate the state and level of urban and rural ecological environment integration in China's provinces,explore the realization path of urban and rural ecological environment integration,and solve the problem of “agriculture,rural areas and farmers” and promote urban and rural integration.The process is particularlyurgent and important.Based on the above problems,this paper comprehensively uses the research methods combining system theory,theoretical analysis and empirical research to study the current level of urban and rural ecological environment integration and actively explore the path of ecological environment integration.Firstly,on the basis of interpreting relevant theories and research trends at home and abroad,this paper constructs a theoretical analysis framework for the integration of urban and rural ecological environment,analyzes its connotation characteristics and supporting factors,discusses the practice and transformation trends of urban and rural ecological environment integration,and analyzes urban and rural ecology.The relevance and difference of the system,and finally systematically expound the formation reasons and evolution mechanism of the urban and rural ecological environment binary structure.Secondly,the article studies the integration level of urban and rural ecological environment in 30 provinces of China,and builds three categories of attribute indicators: “state class-contrast class-interaction class” based on three core dimensions: ecological environment pressure,ecological environment state and ecological environment response.It covers seven aspects of production pressure,population pressure,natural environment state,ecological environment state,human settlement environment state,comprehensive management,and sub-governance.A total of 21 indicators of basic indicators are characterized by urban-rural eco-environment integration index.The level of integration of urban and rural ecological environment.In order to further explore the path of urban and rural ecological environment integration,this chapter takes Shaanxi Province as an example.According to the original data of various basic indicators of Shaanxi Province from 2004 to 2016,BP neural network method is used to predict the basic standard values of 2017-2025.Through the monitoring valuesof various basic indicators,and using the entropy method to measure the integration level of urban and rural ecological environment in Shaanxi Province,predict the operational trajectory of the integration level of urban and rural ecological environment,and judge the horizontal operation status of urban and rural ecological environment integration in Shaanxi Province.Finally,based on the theoretical and empirical analysis results,combined with the existing path of urban and rural ecologicalenvironment integration,the realization path and method of urban and rural ecological environment integration in China is proposed.The policy implications of the article are as follows: First,further improve the urban and rural ecological protection rules and regulations,establish an ecological environmental protection legal system,focus on legislative fairness,and restrict urban pollution to rural areas;second,strengthen urban and rural environmental protection overall publicity and education,and strengthen rural residents Environmental protection awareness,incorporating urban and rural environmental protection education into compulsory education,establishing two major social consciousness' s of “ecological civilization” and “circular economy” within the whole society;third,integrating urban and rural environmental policies and economic policies,and standardizing government in urban and rural ecology Responsibilities in the process of environmental integration,overall planning,clarifying the goals,tasks and priorities of governments at all levels in the governance of the ecological environment,while rationally using economic policies to regulate the behavior of various market entities;Fourth,building urban and rural environmental coordination mechanisms and monitoring and early warning systems Improve the level of environmental management technology;Fifth,improve the public participation system of urban and rural ecological environment integration,realize the democratization of environmental management,and raise public environmental awareness;sixth,vigorously develop the circular economy development model with the concept of ecological industry,establish urban and rural areas Ecological environment Of the industrial system,accelerate the development of biomass energy.The innovation of the article is mainly reflected in the following aspects: First,the evaluation system construction,drawing on the state-pressure-response model in environmental science,constructing the evaluation index system of urban and rural ecological environment integration;second,interpreting China The time series change and spatial differentiation law of urban and rural ecological environment integration;thirdly,BP neural network method is used to predict the basic standardvalues of 2017-2025,and the monitoring values of various basic indicators are used,and the entropy value is used.The law measures the integration level of urban and rural ecological environment in Shaanxi Province,and further explores the monitoring and early warning mechanism for the integration of urban and rural ecological environment.
