China is now facing the dual pressures of climate change and air pollution control.Since the emissions of local air pollutants and greenhouse gases are homologous,the relevant policy requirements and basic approaches of reducing both greenhouse gas emissions and local air pollutants emissions are in line with each other.The research on the co-benefits of local air pollutants and greenhouse gas emission reduction policy,which is based on the comprehensive consideration of economic,energy and environmental factors,and the optimization of emission reduction policy combination,is conducive to the coordinated control of local air pollutants and greenhouse gas emissions.The impact factors and the driving effect of emission reduction were first analyzed based on two extended models constructed by using Logarithmic Mean Divisia Index(LMDI)method.Among them,the carbon dioxide LMDI model expanded the energy end-use sector and increased the number of impact factors,and the local air pollutant model was applicable to the decomposition of industrial air pollutant emission factors.Taking the carbon dioxide emission of Tianjin and China's industrial sulfur dioxide emissions as examples,the extended models were used to the decomposition analysis.By calculating the contribution rate of each influence factor,it revealed the law of its influence on the pollution emission,and concluded the four types of key factors,including scale factor,energy intensity effect factor,structure effect factor and activity intensity effect factor of the collaborative emission reduction policy.Eco-efficiency trends and decoupling analysis of Tianjin was carried out.LEAP-Tianjin model was established based on the Long-range Energy Alternatives Planning system(LEAP)according to the characteristics of energy consumption,local air pollutant and carbon dioxide emissions in Tianjin,as well as the impact factors of energy consumption and environmental emissions,and combined with relevant planning and policy measures.LEAP-Tianjin model was established to simulate the energy consumption,greenhouse gas emissions and main local air pollutant emissions in Tianjin from 2011 to 2040 under the different policy measures,which improved the application of LEAP model at the provincial level,and carried out comprehensive energy consumption and pollution emissions analysis in the long-term system not limited to specific energy or industry.In the scenario analysis,2010 was used as the base year to construct the comprehensive scenarios including the baseline scenario,the emission reduction scenario and the enhanced emission reduction scenario,covering the factors of economic development,energy utilization and environmental protection,while focusing on the analysis of co-benefits of greenhouse gas and local air pollutant emission reduction policies in Tianjin during the period of 12 th Five-Year.The evaluation model including three co-benefit indicators,which are contribution rate of sector emission reduction,coefficient of emission reduction and elasticity of emission reduction,was applied to evaluate the co-benefits of greenhouse gas and local air pollutant emission reduction in the scenario analysis.Countermeasures and suggestions were put forward to strengthen the co-benefits of local air pollutants and greenhouse gas emission reduction at both national and Tianjin levels.
