The rapid development of economy and the extensive use of fossil energy lead manyproblems as rising temperatures worldwide, environmental degradation, energy depletion, sodeveloping low-carbon economy has become the consensus of all countries in the world, ispaid close attention by governments and experts. As a developing country, because the rapideconomic development needs a large number of fossil energy use, causes a rapid increase ofcarbon emissions, china has become the largest country in the carbon emissions in the world,so low carbon economy has become the inevitable choice of economic development. The essence of low-carbon economy is by means of economy, technology etc, to reduce theuse amount of carbon-based energy, ultimately achieving the goal of reducing carbonemissions. Generally, carbon emissions intensity, the industrial structure adjustment, economic growth and population scale is the dominant factors of affecting China’s carbonemissions, and space disparities of the direction and strength of various factors are veryobvious. How to quantitative analysis the main factors of carbon emissions and itscontribution has become a hot topic in academic community. Because of vast area in ourcountry, the level of economic development, energy structure, industrial structure, technicallevel have obvious difference at different spatial geographic. This paper, based on LMDIdecomposition model; based on the analysis of the related research both at home and abroad;aiming at the characteristics of Chinese vast territory, large space disparities; beingdecomposition for carbon emissions influence factors from different scales in Chinaregional level; puts forward targeted low carbon economy development regulation throughdecomposition results in the various regions.Through the study, first of all, the entropy thiel standard index method evaluates theregional differences of carbon emissions, which the national level, three regional economiclevel and the eight economic regions under the level division standard in our country, from 1990to2010. Analysis results show that under the national level scale, China’s per capitacarbon emissions are slightly greater than carbon intensity, which suggests that China’soverall carbon emissions between the gross nation product matching degree is slightly smallerthan carbon emissions and population size matching degree, significant differences in China’soverall carbon emissions; Tree major economic regions scale, China’s eastern, central andwestern region difference is greater than the differences between regions, and the easternregion the most obvious differences in the scale; In the eight economic regions scales, differences between various regions have significant regional differences, and with theeconomic developed area and central area is most significant.Secondly, LMDI decomposition method is used to our country the impact scale ofcarbon emissions on the three factors was studied by means of decomposition. Researchresults show that no matter what kind of scale, economic growth plays a main role on carbonemissions growth, population growth also played a promoting effect on carbon growth; Andthe intensity of carbon emissions is to reduce carbon emissions, the main driving factors, plays a more obvious inhibition on growth of carbon emissions; On carbon emissions changesof industrial structure impact is limited, at different scales, different time, role orientation andfunction of the industrial structure, intensity is not the same, with the different area indifferent time of the industrial structure adjustment policy and the development direction areclosely related. Finally, according to different scale on the factors of regional carbon emissions LMDIdecomposition results that targeted emissions control measures are put forward.
