The Yangtze River Economic Belt is the place where China's national economic development has its advantages and vitality.It is also one of China's important ecological security barriers and one of the supporting areas for mineral resources in China.Since 1949,the development of mineral resources in the Yangtze River Economic Belt has provided important raw materials for national and regional economic and social development.The supply of resources has always been the main tone for the development of mineral resources in the region,and the output value of the mining industry and the total economic output having been continuously improved.However,long-term excessive mineral development in the region has led to deteriorating ecological degradation and environmental pollution problems.How to promote high-quality economic development under environmental constraints has become an important issue in China today.At this stage,the regional development strategy of the Yangtze River Economic Belt has been specified.In January 2016,General Secretary Xi Jinping emphasized in the survey in Chongqing that “current and future will be a long period of time,and it is necessary to put the restoration of the Yangtze River ecological environment in an overwhelming position,together with great protection and not to develop”.It reflects China's role as a major power in global ecological governance and is a major decision to promote the development of the Yangtze River Economic Belt.Therefore,under the strategy of “Together with great protection and not to develop” is an important issue that needs to be systematically studied such as how to understand the coordination between mineral resources development and economy or environment;how to promote the coordinated development of mineral resources development in the Yangtze River Economic Belt with the economy and the environment;what is the trend of the Mineral Resources Development-Economy-Environment coordinatd in the Yangtze River Economic Belt;what effect will the impact of the mineral resources development in the Yangtze River Economic Belt on regional coordinated development,etc.At present,there are a lot of literatures on quantitative analysis of ResourceEconomy-Environment coupling development,and it is mainly simulated and evaluated through the “coupling” model.Therefore,this paper studies and discusses from the following aspects:First,combine and summarize the current characteristics of mineral resources,then analyze the degree of mineral resources development and economic interaction in the Yangtze River Economic Belt through VAR model,at last understand the coupling relationship between mineral resources development and economy deeply.Secondly,analyze the environmental status and examine the environmental impact of the mineral resources development and explore their coupling relationship in the Yangtze River Economic Belt through the weighted TOPSIS method.Thirdly,construct an evaluation index system for the coordinated development of mineral resources,economy and environment,and analyzing the impact of the strategy of “Together with great protection and not to develop” based on the “great protection” scenario and the economic priority scenario through the coupling coordination degree model.And discuss the coordination level and development trend in different regions.Fourthly,through the spatial panel data model for measurement estimation,the spatial correlation of the coordinated development of the Yangtze River Economic Belt and the impact of the development of mineral resources on the spatial spillover effect of coordinated development are examined.Through the above research,the following conclusions are obtained:Firstly,the economy of the Yangtze River Economic Belt has a relatively effective role in promoting the development of mineral resources,while the development of mineral resources has played a relatively small role in promoting the economy.The results of variance analysis showed that mineral resources development explained the forecast variance of 5.98% of economic development on average during the ten impact periods,and economic development explained the predicted variance of 79.05% of mineral resources development.It shows that the coordination relationship between mineral resources development and economic development has gradually moved from a resource-oriented development model to a high-quality economic development model in recent years.Secondly,the environmental impact of mineral resources development on the provinces and cities of the Yangtze River Economic Belt still needs to be highly valued,and different types of environmental impacts are different.The comprehensive environmental impact assessment value of mineral resources development in the Yangtze River Economic Belt in 2016 was 0.36,and the evaluation grade was poor;the evaluation value of Shanghai was 1.00,the evaluation grade was good;the evaluation value of Anhui was 0.47,and the evaluation grade was general;the evaluation values of Jiangsu Province,Zhejiang Province,Jiangxi Province,Hubei Province,Chongqing City,and Sichuan Province were 0.39,0.35,0.37,0.24,0.38,and 0.35,and the evaluation grade was poor;the evaluation values of Hunan,Guizhou and Yunnan were 0.15,0.15,and 0.11,and the evaluation grades were extremely poor.Thirdly,“Together with great protection and not to develop” can promote the coordinated development of Mineral Resources Development-Economy-Environment coupling in the Yangtze River Economic Belt.Under the economic priority scenario,the Mineral Resources Development-Economy-Environment coupling coordination degree of the Yangtze River Economic Belt in 2006~2015 showed a slight upward trend,and the coupling coordination degree increased from 0.58 to 0.62,about6.89%,rising from the barely coordinated interval to the primary coordination interval.The Mineral Resources Development-Economy-Environment coupling coordination degree is similarity compared with economic priority scenarios in 2016,while it was 0.02 higher,about 3.38% in the “Great Protection” scenario in 2017.In 2025,it is predicted that will increase by 0.04 compared with 2018,with an increase of 6.34%,and an average annual increase of 0.93%,which is 0.06 higher than the economic priority scenario of 2025 and about 9.82% higher.Fourthly,the mineral resources development has a certain role in promoting the spatial spillover of coordinated development.The utilization level of mineral resources,income level and intensive level increase by 1%,and the spatial spillover effect of coordinated development increases by 0.112%,0.149%,and 0.022% estimated from the spatial panel data model,and every 1% increase in production levels,the spatial spillover effect of coordinated development fell by 0.113%.Based on this,propose policy recommendations: optimize spatial structure and reduce layout risk;implement the most stringent eco-system protection;promote the transformation and industry upgrading of mining city;promote the clean and intensive development of mines;accelerate the construction of green mines;establish an ecological compensation in the Yangtze River Economic Belt.
