A Study On The Reduction Policy Of Air Pollution In Korea

Based on the investigation of the historical evolution and current situation of the air pollution reduction policy in South Korea,this paper analyzes the important content and implementation effect of the air pollution reduction policy in South Korea with the external theory and public property theory as the important support.Since the formal statistics of inhalable particulate matter was formed at the beginning of 2015,there has been an unprecedented phenomenon of high concentration of super inhalable particulate matter in South Korea.The average annual social cost caused by inhalable particulate matter is about 4230 trillion won.The South Korean government recognizes the seriousness of the air pollution problem,and constantly takes measures to improve the air environment system.The South Korean government has defined 61 kinds of particulate matter,such as sulfur dioxide(SO2),carbon monoxide(CO),nitrogen dioxide(NO2)and dust,as inhalable particulate matter.In order to reduce the emission of air pollutants,the pollution sources are divided into fixed pollution sources and mobile pollution sources,and corresponding management policy systems are issued and implemented respectively.In addition,the total emission management policy is also implemented.On this basis,the emission trading system is implemented,including quota allocation right(KAU)and offset emission right(KCU).The South Korean government's air pollution reduction policy has achieved certain results.The concentration of PM10 in fine particles has greatly reduced from 59?g/m~3 in 2004 at the beginning of the plan to 41?g/m~3 in 2012.To this end,the state has increased relevant investment.The financial investment plan is 4 trillion and 2.8 billion won,of which 80%is 3 trillion and 81.9 billion won by 2014,150.4 billion won in the popularization of new energy green automobile,and 10.3 billion won in the field of road dust reduction.In 2010,the number of inpatients with respiratory diseases was reduced to 3217-7805 according to WHO standard.In addition.Through the method of empirical analysis,we confirm the effect of South Korea's air pollution reduction policy on improving environmental quality.
