| China's original pursuit of economic growth that has excessively relianced on the extensive development model which includes high-energy-consuming,high-emission,and high-pollution industries have brought about outstanding resource and environmental problems and are difficult to sustain.Adapting to the requirements of high-quality development in the new era,objectively subjected to constraints of both energy resources and ecological environment,taking the green,recycling,and low-carbon as the features,energy conservation and emission reduction as the main goals,the green development has become inevitable and urgent selection.Energy is an important input factor in green development.Both energy structure and energy efficiency are also important indicators for measuring the level of green development.Of the many factors that affect energy structure optimization and energy efficiency improvement,energy price mechanism is one important factor.Therefore,researching and revealing the internal mechanism and specific action path between green development and energy price mechanism,furtherly improving the theoretical models and methods of green-level estimation and energy environment efficiency measurement,and proposing the reform and improvement of China's energy price mechanism have important theoretical and practical significance for promoting China's green development.Based on the definition of relevant concepts and the review of related literature and theories,this paper focused on the analysis of the impactting mechanism of energy prices on green development.However,fossil energy is still the main energy-consuming at present.This paper attempts to construct a model for evaluating the economic development level from the perspective of fossil energy: that is,by using fossil energy,labor,and capital as input variables,carbon emissions and domestic production as output variables,and take use of the SEBM-DEA model to calculate the energy-economy-carbon emission efficiency.This efficiency value is combined with the“weighted ratio of reserves to production” which represented the sustainability of the fossil energy resources,to form a two-dimensional model.The assessment of the coordinate system,in order to evaluate the green development level of DMUs,to lay the foundation for the next step to examine the impact of energy prices and mechanisms on green development.The evaluation results show that during 1993 to 2016,among the 33 sample countries,the average efficiency of China was only 0.317,which indicating that the level of green development was low.Besides,during 2000 to 2015,the average energy-economy-carbon emission efficiency of 35 industries in China was 0.348.And there was no obvious improvement in efficiency during the same period.The degree of green development in the vast majority of industries was low,and the level of green development among the industries was unbalanced.Then it take DEA efficiency as the dependent variable and carry out regression analysis with independent variables including energy prices.The results confirm that fossil energy prices have a significant impact on green development efficiency both at the national level and at the industrial level.And the impact of fossil energy prices on scale efficiency is stronger than pure technical efficiency.This shows that the impact of fossil energy price mechanisms on promoting green development can not be ignored.Based on the results of theoretical and empirical analysis,this paper believes that energy prices can be mainly transferred to low energy consumption through the guidance of industrial structure,promoting the development and application of energy-saving and emission reduction technologies,stimulating the substitution effect between energy and other inputing production factors,and changing the energy consumpting structure.The path will affect green development.Therefore,to achieve green development requires further reform and improvement of the energy price mechanism to effectively change the state of energy price distortions.The openness of China's energy market and its high degree of dependence on foreign energy determined the impact of the international energy market on domestic energy prices.With the continuous improvement of China's energy strategic reserve capacity,the domestic energy supply structure and quality are continuously improving.Energy supply channels are increasingly diversified,and our ability to cope with fluctuations in the international energy market continues to increase.However,we should not overlook the fact that the current domestic energy price mechanism is still not perfect,which influences the function of energy prices in the rational allocation of energy resources,energy conservation and emission reduction,especially the unreasonable energy parity system,and coal-electricity price inverted,low gas prices,toa certain extent,also hindered the alternative process of clean energy.Based on the above research and analysis,this paper puts forward several suggestions on perfecting the fossil energy price mechanism.The first is to regulate and perfect the taxation and fee system of the coal industry,in particular,taxes and fees that promote green development,improve the linkage mechanism between the coal price and the electricity prices.The second is to improve the natural gas price mechanism from the proper opening of the pipeline link,the improvement of the unconventional gas supply capacity and the construction of the natural gas futures trading system.The third is to improve the relevant tax system and legal system of green development,promote the orderly competition of the oil industry and give full play to the price of the oil futures market.We should improve the price mechanism of refined oil products.In addition,we should improve the energy price management system,promote the legal level of energy price management,and build a perfect platform for energy price and energy green information to release in time.It is also an important content of improving the energy price mechanism.
