Currently,China’s highway infrastructure construction has achieved rapid development.However,there are many contradictions in this progress,such as rapid growth of highway mileage and slow growth of highway passenger/freight volume,the fast development of highway construction and heavy highway debt,continually increased highway construction project and extreme shortage of construction fund,toll roads make huge social contribution and public perception bias.These contradictions brought doubts about highway economy,which affect the sustainable development of highway networks.Highway network is a subsystem of the transportation system,and also an important part of national economy.Therefore,the sustainable development of highway networkis an important factor for both highway industry and economy growth.Based on the above background,this article analyzes and evaluates the development status of highway network from the perspective of sustainable development,in order to guide the future development of highway network.From an economy point of view,the sustainable development requires the highway network not only continuously plays out its value to boost social and economic development,but also operates economically sustainable itself.Highway construction and operation are in fact a value creation and formation process.The operation of highway provides basic condition for passenger and freight transportation to boost social economy development.The essence of this process is the transformation,realization and compensation of highway value among national economy related entities.From the angle of economy,the sustainable development of highway network is actually the sustainability of value transfer process.In other words,highway value can be successfullytransfered and realized after being created,as well as the resources occupied in highway construction process can be fully compensated by its operation benefits,in order to form an complete process from value creation to value realization,and to value compensation.From the essential requirement of highway network’s sustainable development in the connotation of economy,this article studies the impact to transportation social economy,as well as the internal funding operation status,of highway network.Based on the value transfer theory,we did some research on the highway network value transfer and evaluation problems from the angle of value creation,value realization and value compensation.In the value creation evaluation process,the goal is to better satisfy the ever growing and diversity highway transportation demand.Because decreasing the average transportation cost is always the basic requirement in highway transportation system,an average transportation cost index has been built as an evaluation indicator,according to the characteristic of highway network.In the value realization process,we studied its extent and effect for different highway users.Highway efficiency,and influence to regional social economy development,are used as the evaluation indicator.The value compensation process can be divided into direct and indirect compensation.From these two compensation forms,financial crisis index,and indirect compensation index,are used as evaluation indicator.At last,highway network data of Beijing,Tianjin and Hebei is used to evaluate the regional highway value transfer process.The result shows the value creation,value realization effect and value indirect compensation processes are good.The highway development in this area is accommodated to the growing transportation demand,and it is necessary to continue expanding and optimizing the highway network.However,the result of direct value compensation is poor,more fund is needed from multiple sources,and highway management need to be strengthened to boost the sustainable development of highway network in this area.
