With the development of the new generation of information technology,the cross-border integration of the Internet and traditional industries has continuously created a new development format,bringing new innovation power to the traditional industries and becoming a key path for the transformation and upgrading of traditional industries.Through deep cooperation between Internet enterprises and traditional enterprises,they form cross-border innovation alliances to carry out innovation activities,which can give full play to the advantages of Internet enterprises in the allocation of social resources and enhance resources integration ability of traditional enterprises.The efficient development of cross-border innovation alliance value space depends on the effective cooperation of various innovation subjects and the effective intergration various resources.In view of the complexity and particularity of this new crossindustry new inter-enterprise organization,it is very important to explore a new cross-industry organization resource management theory.Therefore,this paper takes the cross-border innovation alliance formed by the cross-border integration of Internet ties as the research object,conducts research on its resource integration theory,and constructs a set of cross-border innovation resource integration mechanism that is conducive to the cross-border flow and sharing of resources,so as to realize the optimal resource allocation of cross-border enterprises,improve the innovation capability and competitive advantage of alliance enterprises,and promote the transformation and upgrading of traditional industries.Based on the exisiting research results on cross-border innovation,innovation alliance and innovation resource intergration,this paper defines the concept of cross-border,cross-border innovation and cross-border innovation alliance,analyses characteristics,formation motivation and organizational structure of cross-border innovation alliance.Based on the development of innovation system theory,this paper analyzes the connotation,structure,element composition and innovation process of cross-border innovation alliance innovation system,and then uses symbiosis theory to analyze the symbiotic evolution process of cross-border innovation alliance.The use of synergy reveals the synergy mechanism of cross-border innovation alliance resources.The synergy theory is used to reveal the resources synergy mechanism of cross-border innovation alliance.On this basis,combined with the resource resource integration process and related priciples,the overall research framework of resource integration mechanism of cross-border innovation alliance is designed,including resource identification mechanism,resource aggregation mechanism and resource allocation mechanism.Resource identification is the basis of effective resource integration.Based on the analysis of the alliance current resource situation,the specific content of core resource identification mechanism and resource gap identification mechanism is designed.From the perspective of value creation,this paper puts forward core resources feature dimension of cross-border innovation alliance by using the four-dimensional value space theory and extension theory.Then,the core resource indentification process mode is constructed based on fluid dynamics.Base on resource gap theory,the resource gap is determined by matching the resource demand with supply of alliance.Resource fusion is an important step of effective resource integration.According to the need of acquiring gap resources and creating new resources in alliance,cross-border innovation alliance resources fusion mechanism consisting of resource agglomeration mechanism,resource sharing mechanism,and resource coupling mechanism is designed.On the basis of analyzing the resource agglomeration process of cross-border innovation alliance,this paper proposes the form of cross-border innovation alliance resource agglomeration from the four aspects of subject,type,network and platform,and gives the improvement of resource agglomeration.On the basis of analyzing the obstacles of crossborder resource sharing process,the model of cross-border innovation alliance resource sharing process is constructed,and specific operational safeguard measures are proposed.Then,the cross-border innovation alliance resource sharing coordination mechanism with the modular adjustment mechanism as the core,the normative constraint mechanism and the continuous interaction mechanism as the complement is constructed using the modular theory.Finally,using evolutionary game theory and prospect theory,the resource sharing evolutionary game model of cross-border innovation alliance is constructed,and the resource sharing incentive strategy is proposed.The resource coupling mechanism of cross-border innovation alliance is designed from the resource coupling judgment condition,process and mode based on the coupling theory.Resource allocation is the key stage of effective resource integration.From the three stages of the pre-establishment,investment implementation and project regulation of the cross-border innovation alliance innovation project,the strategic-oriented,efficiency-oriented,task-oriented cross-border innovation alliance resource allocation mechanism is designed.The main contents include: According to the strategic positioning of alliance project portfolio,the construction of compound correlation entropy matter-element model is used to measure the matching degree of project portfolio strategy.On this basis,an optimal allocation model of cross-border innovation alliance portfolio resources is constructed,considering alliance strategy and inter-project interaction,and the improved fruit fly optimization algorithm is used to solve;Based on the design of the input and output efficiency index of the cross-border innovation alliance resources,the DEA model is used to calculate the input-output efficiency of the cross-border innovation alliance projects,as well as the input redundancy and output insufficiency and then the specific adjustment direction and path are pointed out for optimizing the alliance resource allocation plan.Considering the contribution of alliance members to certain core innovation resources,there is a constraint cost.By improving the traditional DEA model,both core resource input and important output are optimized to realize the optimal allocation and utilization of core resources;Resource allocation mechanism of cross-border innovation alliance based on task-oriented specifically includes task decomposition,resource matching,resource reorganization.Firstly,tasks are decomposed according to certain rules.Then ELECTRE-I method is used to rank candidate resources and the best candidate resource matching scheme is selected.Aiming at the multi-task demand situation,the cross-border innovation alliance resource combination optimization model is constructed and solved by quantum multi-objective evolutionary algorithm.Finally,an empirical study on the BD intelligent cars innovation alliance is carried out to verify the effectiveness and practicability of the cross-border innovation alliance resource integration mechanism,and give recommendations on the resource intergration efficiency improvement of BD intelligent cars innovation alliance.This research is beneficial to the effective circulation and sharing of resources among enterprises in different industries,realizes the optimal allocation and utilization of cross-border resources,promotes the smooth development and efficient operation of alliance cross-border innovation activities,and provides scientific resource management theory guidance and advanced method for enterprises.At the same time,the research results can enrich the enterprise resource management theory and innovation management theory system,and have important practical guiding significance for industrial transformation and upgrading.
