The Hualong-1 Pressurised Reactor 1000(HPR1000),as the advanced Generation-III pressurized water reactor,is independently developed and has independent intellectual property right by China based on the experiences in research,design,construction,commissioning,and operation for nuclear power plants(NPPs)during the past three decades in China,the highest safety requirements from International Atomic Energy Agency(IAEA),and the latest Generation-? technical standards in Europe.The first world-renowned HPR1000 launched its construction in Fujian Fuqing nuclear power corporation limited(FQNP)on May 7th,2015.Because the HPR1000 is highly demanding for quality,occupational health and safety,and environment(QHSE),it is necessary to establish and implement the quality management system(QMS),occupational health and safety management system(OHSMS),and environmental management system(EMS),as is called the QHSE management systems(QHSEMSs),in order to manage the QHSE in accordance with three International Organization for Standardization(ISO)standards including Quality management systems-Requirements(ISO 9001 standard),Occupational health and safety management systems-Requirements with guidance for use(ISO 45001 standard),and Environmental management systems-Requirements with guidance for use(ISO 14001 standard),IAEA nuclear safety standards,and nuclear safety regulations and standards in China.However,three sets of system documents,three organizational structures,and three management processes should be established in the process of establishing and implementing the QHSEMSs for HPR1000 under construction.Therefore,some problems including huge numbers of documents,complex organizational structures,cumbersome management processes,lower management efficiency,and higher management cost are encountered and these problems restrict the effective implementation of QHSEMSs.In order to solve these problems,it is necessary to integrate the QHSEMSs as an integrated management system for QHSE(QHSEIMS)as so to streamline the documentation,organizational structure,and management process for QHSE,to reduce the management cost,and to enhance the management efficiency.And the effectiveness assessment for QHSEIMS should be conducted regularly in the process of establishing and implementing the QHSEIMS in order to continuously improve the QHSEIMS for HPR1000 under construction.Taking the HPR1000 under construction in FQNP as an example,the research of QHSEIMS and its effectiveness assessment approach was conducted and the main research results were as follows:(1)In order to efficiently conduct the OHSE management for HPR1000 under construction,the framework of QHSEIMS was established in accordance with the three ISO standards and IAEA nuclear safety standards based on Plan-Do-Check-Action(PDCA),process,system,information,cybernetics,and risk management theories.And the framework of QHSEIMS was supplemented to establish the QHSEIMS and its implementation process in accordance with the nuclear safety regulations and standards in China.(2)In order to conduct the effectiveness assessment for QHSEIMS for HPR1000 under construction,the index system of effectiveness assessment for QHSEIMS was established through using Delphi method in accordance with the wide experts' suggestions and several feedback correction,and the mathematical modeling for effectiveness assessment for QHSEIMS was established through combining the set pair analysis(SPA),trapezoidal fuzzy number(TFN),set-valued statistics(SVS),and expert assessment methods(EAM)by simultaneously considering the certainty,uncertainty,and fuzzy characteristics of expert assessment.(3)An approach for effectiveness assessment of QHSEIMS for the HPR1000 under construction was proposed in accordance with the established index system of and the mathematical modeling for effectiveness assessment for QHSEIMS.The assessment results indicated that the effectiveness of QHSEIMS was assessed at level 1(well),the effectiveness of QHSEIMS was verified,and its further improvement was found in FQNP.(4)In order to further increase the effectiveness for QHSEIMS for HPR1000 under construction,the countermeasures and suggestions,which were continually carrying out the work safety standardization,developing the nuclear safety culture,and conducting the experience feedback,were put forward in FQNP.
