Urban-Rural Integration(URI)is the realistic demand of sustainable development of Coal Resource based Cities(CRCs)under the background of new urbanization.A series of problems,such as loose spatial structure,unbalanced economic development between urban and rural areas,prominent livelihood problems,and poor ecological carrying capacity of cities,limit the development of URI in CRCs.Infrastructure is an important material foundation to support the overall development of urban and rural society,economy,ecology,space and other fields.Its construction level and the needs of urban and rural economic,social and ecological development maintain dynamic synergy,which is the prerequisite for sustainable development of URI.At present,for CRCs,the dynamic relationship between infrastructure construction and URI development has not been comprehensively analyzed.Driven by the demand of URI development,the research on infrastructure evaluation and planning strategy of CRCs needs to be deepened urgently.Therefore,taking the evolution law and stage characteristics of infrastructure in the process of URI as the breakthrough point,this dissertation combines qualitative research with quantitative research to analyze the development level of infrastructure and URI in CRCs and their dynamic relationship,and to explore the planning strategy of infrastructure in CRCs under the background of URI.It is a useful supplement to the existing theoretical research and practical methods of infrastructure planning.The research conclusion has important reference significance for speeding up the overall planning of infrastructure of CRCs and promoting the sustainable development of URI.The research thought of this dissertation revolve around the logic of "theory?method?strategy".In the theoretical study,the theoretical framework of the study is constructed by analyzing the stage characteristics of infrastructure construction and the relationship between infrastructure and URI.In the methodological study,the fuzzy function and Euclidean distance are used to quantitatively analyze the current level of infrastructure and URI of CRCs and the dynamic relationship between them.In the study of strategy,the qualitative analysis and quantitative evaluation results are combined to put forward the strategy of infrastructure planning.The main research contents and conclusions are given as follows.(1)This dissertation reviews the evolution of infrastructure construction in CRCs,and extracts the typical characteristics of infrastructure in different stages of URI.In the stage of coal industry recovery and adjustment,infrastructure presents the characteristics of "coal mine driving urban development,urban separated from rural";in the stage of coal industry transition,infrastructure shows the stage characteristics of "separation among mine,urban and town";in the stage of coal industry marketization,infrastructure has the typical characteristics of "mine separated from city,urban coordinated with rural areas".In addition,in the process of the development from planned economy to market economy,the construction level of infrastructure in CRCs presents the common characteristics of "urban progressing,mining withdrawal and rural upgrading".On this basis,the main factors affecting the infrastructure construction of CRCs are analyzed.It is considered that the management system,economic society,spatial ecology and policies and regulations can affect the infrastructure construction from different aspects.(2)Based on the benefits of economic,social,spatial and ecological obtained from the industrial structure,spatial structure,social equity and ecological environment carrying capacity of urban and rural areas,this dissertation explores the relationship between infrastructure and sustainable development of URI,and analyses the promoting effects of different types of infrastructure on the development of URI from the aspects of guidance,cohesion,radiation and regulation.The results show that there is a positive correlation between the infrastructure of CRCs and the development of URI,and the intensity and mechanism of different types of infrastructures on the development of URI are also different.(3)A comprehensive evaluation model of CRC infrastructure based on URI is constructed by introducing "fuzzy function","European distance function" and Weighted Euclidean Distance & Lagrange Coefficient(WED&LC)based optimization algorithm.It includes three aspects of the evaluation of infrastructure and URI development level,the evaluation of contribution of various infrastructure to URI development,and the evaluation of URI and infrastructure coordination.Through the above three quantitative analysis methods,it provides quantitative basis for the guidance strategy of infrastructure planning.(4)Taking Yongcheng and Zaozhuang,which are growing and declining CRCs still remained in the critical stage of URI development,as the research objects,a case study of comprehensive evaluation of CRC infrastructure based on URI is completed.The results show that the synergistic relationship between the infrastructure of CRCs and the level of URI development has obvious fluctuation.Infrastructure of growing CRCs responds more to the development of URI than declining CRCs.At the same time,different types of infrastructure promote the development of URI of CRCs to different degrees.According to the effect of different types of infrastructure on URI development,transportation and energy facilities are identified as the dominant infrastructure affecting the URI development of CRCs.The evaluation results reveal the important role of infrastructure in the process of URI.(5)From three aspects of planning objectives,planning guidance strategies and planning content,the theoretical and empirical research on infrastructure planning of CRCs has been completed.Based on the analysis of the current planning system and management system of infrastructure in CRCs,this dissertation puts forward the implementation strategy of infrastructure planning in CRCs from the perspective of building a coordinated management system of mining cities,interlinking planning system and multiple investment and financing modes.The research conclusion can provide strong technical support for infrastructure planning of Yongcheng and Zaozhuang,and has positive reference significance for the study of infrastructure planning of CRCs under the background of URI.There are 73 figures,31 tables and 254 references in this dissertation.
