Research On The System Construction Of Rural Ecological Civilization

Environment of rural area directly determined the country’s continuable development.However,in the process of industrial development and urbanization construction,ecology and environment in rural areas has been severely damaged.This damage has a historical necessity and artificial controllability.Since the beginning of this century,the ecological civilization as an important strategic of our country,it indicate the right way for the rural development.Combined with the national strategic and the rule of law,timely and effective institution building can provide a solid guarantee for the construction of rural ecological civilization.But in primary stage of the rural ecological civilization,many rules are still missing and imperfectable.The lake of rules led to the non-sustainability of rural ecological civilization.Thus,in this stage,it is necessary to investigate the institutional system of rural ecological civilization construction.Based on the analysis of present status of the rural ecological civilization,the article provide a systematic analysis,and a method of optimizational system,in order to deal with the current and future problems of rural ecological environment,and building a harmony relationship between man and nature.First,based on the theories for new institutional economics,integrated ecosystem management,ecological law and others,the article build the rural ecological civilization institutional framework,including "system objectivesinstitutional arrangements-the implementation of institutions".System goal is to get a unity for national,local and rural;to achive the value for order,fairness and harmony;and to regulate the phase of ecological civilization construction.Institutional arrangements are including the comprehensive "five in one" rules of system,non-formal and formal system collaboration.Institutional safeguards system includes the responsibilities of subject for implementation,and implementation mechanisms of constraints-incentives-introductory.Secondly,according to the process and hierarchical progressive resistance of rural ecological civilization,the article build an evaluation system,especially the "five in one" collaborative process;and determine the index goals;and established the evaluation methodology by the combination of weights assigned and comprehensive evaluation.Through evaluation,explore key regulatory factors in the rural ecological civilization.Thirdly,based on the above theoretical analysis and rural development features,build SD simulation model of the system in rural ecological civilization construction,and constitute definition of system parameters and equations,in order to simulate the regulation mechanism and verification system efficientively.And then,empirical analysis to the typical north rural village in Tianjin,through the systematic analysis for the village,can give a proposed institutional optimization program,and further validates the rural ecological civilization construction and evaluation process of the institutional framework.Finally,in accordance with the empirical analysis,give some comments and suggestions to improving the current institutional system of rural ecological civilization construction.The main content of the paper is divided into four parts.The first part(Chapters 1 and 2),introduces the research background,significance,definition study,explains the basic theory and research methods;review the domestic and foreign literature,to further clarify the research problems and the contents of this paper.The second part(Chapter 3,4 and 5),building the institutional framework and system synergies,and construct evaluation system,in particular the index system and evaluation methods to promote collaborative process.On this basis,building SD simulation model.This is the core part of this article.The third part(Chapter 6 and 7),empirical analysis for Tianjin North village,application of the above theory and empirical methods.And from that,give a series of recommendations to the system construction of rural ecological civilization.Part IV(Chapter 8),summarize findings and results,and clearly insufficient research and further research priorities.The key innovations of this paper is: first,integrated multi-disciplinary theory,to build the institutional framework of rural ecological civilization construction,it can be used as the legislative framework.Second,constructed progressive evaluation index system of rural ecological civilization and scientific evaluation methods.Third,to build the institutional role of the simulation model of rural ecological civilization construction,provides a method for system optimization simulation choice for the regional rural ecological civilization construction.Forth,provides a set of ideas that integrating theory and practice,for the analysis of the rural cological civilization construction models.
