Research On The Social Security Issues In The Shaanxi-Gansu-Ningxia Border Region During The Anti-Japanese War Period

During the Anti-Japanese War period,the Anti Japanese base areas of the Shaanxi-Gansu-Ningxia border region,due to the dual persecution of war and natural disasters,were in a remote place,low productivity,prominent social contradictions and a large number of vulnerable groups,which need to be solved urgently.To this end,the Communist Party of China has led the border government and the people to carry out extensive social assistance,social welfare,social welfare and social insurance activities.It has achieved positive results in social security work,and has raised important enlightenment for the innovation and development of social security work in the new era.The paper analyzes and summarizes the experience of the social security work in the Shaanxi-Gansu-Ningxia border region,which has an important position in the history of the Communist Party of China,and deeply studies the basic characteristics of the social security in this special stage.It provides theoretical support and experience support for the social protection work to enrich the connotation and extension of the social security theory.The research has great and far-reaching significance to realize the innovation and development of social security in the new era.This paper studies the social security in the war of resistance against Japan by means of literature research,systematic analysis and historical analysis.It is mainly divided into five chapters:The first chapter,the introduction,expounds the topic selection basis,research significance,research status at home and abroad,research ideas and methods,innovation and shortage and other issues.The second chapter analyzes the theoretical and practical basis of social security in the Shaanxi-Gansu-Ningxia border region during the war of resistance against Japan.The theoretical basis of social security in the Shaanxi-Gansu-Ningxia border region during the Anti Japanese war was the ancient Chinese social security thought,Marx Engels social security thought,Lenin social security thought,and Mao Zedong social security thought;the practical basis was the social security work during the period of the Central Soviet Area and the social security work during the period of the Northern Shaanxi Soviet area.The third chapter combs the management institutions and sources of funds for social security in the Shaanxi-Gansu-Ningxia border region during the war of resistance against Japan.The social security management institutions in the Shaanxi-Gansu-Ningxia border region are government departments and group organizations;the sources of social security in the Shaanxi-Gansu-Ningxia border region are the development of the public economy,the reasonable tax,the development of salt industry,the payment of the government subsidies,the issuance of public bonds,the donation of the masses,the saving of the expenses,and the foreign aid.The fourth chapter,the content of social security in the Shaanxi-Gansu-Ningxia border region during the Anti Japanese War,including four parts of social assistance,social welfare,social welfare and social insurance.Among them,social assistance is divided into disaster relief,refugee transfer assistance,educational assistance,and "two refugees" for smokers.The social benefits include the family members of the Anti Japanese soldiers,the Anti Japanese soldiers,the resettlement promoted the people of the border region,the changes in mental outlook,the improvement of the social life of the people in the border areas and the construction of the local ruling legitimacy of the Communist Party of China;the practical enlightenment of the social security in the Shaanxi-Gansu-Ningxia border region during the war of resistance against Japan is that social security should be combined with the level of social and economic development,and the social security should pay attention to the guarantee of the peasants and the social security to perfect the responsibility sharing mechanism,The content of social security should be emphasized in different historical stages.
