Deepening the reform of the cultural management system,which including the government's cultural management system,is not only a requirement for advancing the "five-in-one" overall layout of the cause of socialism with Chinese characteristics and deepening the reform of the cultural system,but also an inherent requirement for building a systematic,scientific,standardized and efficient system of government functions.The institutional reform of the central government in 2018 which marks a new round of innovation in the cultural management system of the central government.In this context,it is an important academic subject to summarize 70 years historical changes of the central government cultural management system since the establishment of the new China and explore the dynamic elements of these changes.Historical institutionalism as one of the main schools of new institutionalism,which combines institutional research with historical process,has unique charm in the analysis of the historical evolution of medium and macro political systems.This study takes historical institutionalism which combine with Giddens' structural theory as analytical tool,and the object of this study is the cultural management system of the central government.This study will examine the dynamic relationship between institutional change with historical inheritance,structural factors and the participants of institutional change.In detail,the main goals of this study is to examines how does historical inheritance keep institutional change become stability and continuity,and how does structural factors drive institutional change,and how does the institutional participants' behavior play an active role in the process of seventy years institutional change history.Base on this,this study proposes and verifies three arguments: Firstly,the rule of path dependence which derived from historical traditions makes the cultural management system of the central government remains relatively stable in the past seventy years.But some important events happened in seventy years broke the continuity of the system and made some marginal adjustment,which makes the process of institutional change is characterized by gradual transition from "discontinuity to equilibrium".Secondly,affected by the macro-institutional background.More specifically,revolution,war,political movement and system reform determine the emergence of the new system,and international environment,the will of leaders,and foreign policy constitute the key variables that influence the change of cultural management system of the central government.Thirdly,as a kind of institutional structure,the cultural management system of the central government not only normalizes and restricts the behavior of the institutional participants,changes their expectation of their own interests,but the institutional participants plays an active role in institutional change process.That is,the existence of the autonomy of the institutional participants,which makes them shape the track and direction of the system change.The study finds that the changes of cultural management system of the central government is the result of complex interaction of multiple factors.History,structure and actors are together promote the occurrence of institutional change under the analytical framework of historical institutionalism,historical tradition is the the source of motivation for institutions to maintain stability and continuity,structural factors is the the source of motivation that promotes system mutation,and the institutional participants' behavior which plays an important dynamic role in the process of institutional change.In this study,we incorporate Giddens' structural theory to historical institutionalism and expands the analytical framework of historical institutionalism.And in this study,"local government autonomy" and "political party autonomy" are used to discuss the relationship between behavior and institutions,which expands the theoretical content of institutional change.
