The maintenance of social order is the result of both in formal system and informal system common effect. Most formal system exists in text form that constraints the relationship between people's behavior as a series of contractual arrangements, including the political system, economic system and organizational regulations. Informal system is that people in the long-term social interaction unconscious and the cultural traditions from generation to generation. In the social stability period, the formal system and informal system coordinate with each other. While in the social transition, between the formal system and informal system, there will be a tense and led to social disorder, and thus trigger the system to change. In this paper, take the social change of late Qing as an example, with new institutional economics research methods to research the relationship between the cultural tradition and the formal system.The main contents of this paper is divided into the following three areas,The first part discusses the concept of system, formal system and informal system and the relationship between each other, and also describe the Fundamental Theory of System, such as cultural transformation, institutional change and so on.The second part discusses the social changes in China after the Opium War, mainly from the economic, political, cultural and other fields discussed the specific process of social change in Late Qing Dynasty. The article specifically describes the Chinese economy, new trends, new changes in China's cultural sector, as well as intellectuals in a variety of salvaging the country's thoughts and actions, but also described such as the Hundred Days Reform, Qingmoxinzheng, the preparatory constitutional and other major political events in Late Qing Dynasty. Part third discusses in detail the changes in Chinese society in the late Qing, the interaction between cultural traditions and the formal system. After the Opium War, China's formal system and informal system became tension , following the foreign new knowledge, new ideas continue to spread and the new economic continues to expand, driven by new ideas, open parliament, set up assembly , democratic republic, also boarded the China's political arena. However, due to traditional culture and strong traditional political inertia makes these changes ended in failure.
