Research On Knowledge Base's Organization Of Emergency Cases Based On Stakeholder Theory

With the human development of society,economy and other aspects,and the increasingly prominence of population,environment and energy issues,emergencies occur frequently around the world.The occurrence of emergencies brings human security and social development significant threat or social impact,and disrupts the normal order of society.In order to reduce the occurrence of emergencies and its losses,first emergency response decisions need to be made eagerly.The government as the disposal center of emergencies,which embodies more social responsibility in the events,stakeholder theory is appropriate and necessary to deal with emergencies.Firstly,the paper classifies and codes emergencies.There are kinds of emergencies without a unified coding in the study of emergency now yet.According to the rule of classifying emergencies of "People's Republic of China Emergency Response Act",the emergencies classify into 4 first-categories,17sub-categories,148 third-categories.PPE0yxxzz is the generic coding mode for emergencies,PPE represents emergencies,y represents four first-level categories,xx represents 17 sub-categories,zz represents 148 third-level categories.The stakeholders who are under traditional and network environment with stakeholder theory can conduct qualitative identity and classified into three categories:core stakeholders,edge stakeholders,potential stakeholder.Core stakeholders is key to deal with emergencies with the assist of the edge stakeholders,potential stakeholders should always be concerned about,and finally establish stakeholders matrix under network environment.Taking stakeholder theory into the knowledge base organization of emergencies cases is feasible,which can classify the involved people and organization base on the difference of relevance,urgency and influence,and discriminatorily organize different categories of stakeholder strategic knowledge.The strategic knowledge of core stakeholders with higher relevance,urgency and influence will be organized in a fine-grained way of time dimension,and other edge stakeholders and potential stakeholders in a coarse-grained wayIn the study of building the knowledge base of the emergency response rules,extracting property and range of emergency from the "Chinese particular major or major public emergencies grading standards",then establishing regular antecedent and seccedent condition table,the seccedent contains emergency response level and performs the corresponding emergency response plan.The antecedent of rules established in this paper is a Boolean operation "and",which will greatly enhance the accuracy of formulary inference.Taking floods and droughts emergency as an example,its knowledge base of response rules was established by extracting 30 rules from the grading standards.In the study of organizing case knowledge base based on stakeholder theory,firstly,introduced its general knowledge of constructing process:the choice of representation cases,the expressive ways and contents of case knowledge,its way of organization,data cleaning and storage of case.Select the typical case,the data sources,including newspapers,television,radio stations,portals,organization's website,forum,blog,microblog and others;The method of case knowledge representation is the frame mode,which represents the contents of the top frame including the basic information of the case(Case number,event,location duration,consequence,relative stakeholders,strategies adopted in life cycle of events,the outcome and impact after final dispose),the sub-frame includes:case knowledge of characteristics,classification of case life cycle,basic information of stakeholders,strategic knowledge adopted by stakeholders at all stages.For example,the 8.0 earthquake occurred at Wenchuan in Sichuan Province in 2008,which knowledge are been organized.There are many involved stakeholders,merely the central government and its subordinate departments contain about 20 departments with direct responsibility,therefore,it is not an easy task to collecting and collating the strategy of these sectors taken at different stages.Combined regular case knowledge base of emergency with knowledge base of emergency means the combination of rule-based reasoning and case-based reasoning,on this paper,reasoning response level by rule-based knowledge base and applying to a group of cases,according to the case knowledge of case repository,reasoning the possible strategic knowledge case the stakeholders of all parties may be required for in the eventIn the study of integration rule and case-based reasoning of knowledge service model,combination of the two can complete deficiencies or shortcomings of each other.The reason and integrated approach of integration rules reasoning and case-based reasoning have been studied.Build knowledge service model of rule-based and case-based reasoning,which made up by rule knowledge,case knowledge base,inference engine modules,machine learning module,visualization module.The model is constructed to achieve emergency response functions with rule-based reasoning,to achieve knowledge service function with case-based reasoning strategies.
