With the acceleration of urbanization process and the change of the human living environment,the disaster mode has become more and more complex,namely it has the feature of complex structure with the sequential or simultaneous occurrence of disasters.The chain effect caused by the initial disaster triggering secondary disasters increases the difficulty of emergency response.Meanwhile,some more prominent problems contain the poor applicability and operability of emergency plans to complex disasters,still imperfect theory and method of complex emergency response,the insufficient cognition of emergency decision-makers on complex disaster,etc.These typical problems reveal the capability shortage of complex disaster response of the existing emergency management system.Making full use of historical experience and knowledge can provide a feasible and effective solution for the current complex problems.The existing studies has proposed the application of case-based reasoning(CBR)to emergency response,but the corresponding theory and method cannot fully meet the requirements of supporting complex disaster emergency decision-making.Based on this,this paper innovatively proposes to reconstruct the emergency CBR mode based on the perspective of biological gene.It mainly illustrates the emergency case building and reuse method for complex disaster,and clarifies a theory and method system including complex emergency case representation,retrieval,reuse,revision and retention,also the case base building by analogical reference.The detailed illustration can be shown below.Firstly,CBR is an effective method of analogism in filed of artificial intelligence.The reasoning capability of CBR depend,to a great extent,on whether case representation is reasonable or not.This paper proposes the concept of genetic model of complex emergency case by abstracting “context-scenario” structure of complex disaster based on the historical cases.The multi-level complex emergency case structure is built based on genetic structure and ontology,which can form a reusable,standard,simplified complex emergency case representation model with “biological type” characteristics for emergency decision-makers to refer.This method inherits and integrates the features of Frame and Ontology representation method to some extent,realizes to express complex emergency case structure systematically,connects case content into a whole organically,and better serves complex emergency case reuse.Secondly,complex disaster response needs cross-disciplinary and integrated case base that is reasonable and well-structure.Based on this,this paper proposes the structure design of complex emergency case pedigree by introducing biological classification and biological evolution methods.It illustrates the building method of horizontal dimension and longitudinal dimension of the pedigree by integrating with disaster scenario classification and context evolution respectively,and discusses the relationship between the two dimensions.Based on the structure of complex emergency case pedigree,the corresponding instance can be designed for the specific cities and the instance can meet the urban realistic requirements,thus it can be more effective to store and manage complex emergency case,which can provide knowledge support for complex emergency case reuse.Thirdly,the premise of complex emergency case reuse is the effective case retrieval.Based on the objectivety and subjectivety of case retrieval,this paper proposes to divide the process of complex emergency case retrieval into two stages,namely case matching and case recommendation from the perspective of natural selection.One is to propose a three-layer matching method for complex emergency case by integrating the domain consistency,structural correspondence and attribute similarity of complex disaster.It filters the source cases layer by layer,and can obtain available cases,acceptable cases and similar cases based on domain layer,structural layer and attribute layer matching successively.Another is to propose two-dimension recommendation method for complex emergency case,which is to filter similar cases and supplement the related cases from the two dimensions of homology and heterology respectively,thus it can avoid the inaccuracy problem of case matching.Then,the complex emergency case reuse mainly contains two aspects,namely copy and adaptation.In view of the dynamic feature of periodic cycle of complex emergency CBR,this paper proposes the complex emergency case reuse method including target gene acquisition,expression vector building and target gene import by integrating several types of case copy and adaptation methods with the basic process of genetic engineering.In addition,from the perspective of the integrity of CBR,it also combines the target g ene evaluation and modification to illustrate the emergency case revision method,and proposes the two-dimension retention rules for complex emergency case.Finally,taking complex emergency case building and reuse as the core,the corresponding case studies related to genetic model building of complex emergency case,design of the structure of complex emergency case pedigree,complex emergency case retrieval based on natural selection and complex emergency case reuse based on genetic engineering are given.It illustrates the application process of the proposed method and verify its feasibility and effectiveness.
