technology operations,security concept.Technology of deliberative democracy at the community continues to run,is according to the concept of deliberative democracy,the participants(residents)are organized to carry out consultation action,make the rules of the negotiation,running mechanism,the concept,and mastered by residents,in practice,gradually formed the community public life skills.In this process,the individual rational after many filter,form a collective rationality,and rise to public reason.Therefore,in the technology of deliberative democracy is a key factor to public rational individual rationality,community,deliberative democracy quality depends on the situation of the delicate degree and the use of the technology of democracy.According to many human cooperation in social
