Study On Ecological-deliberative Democracy

In the new era,ecological problems have great influence on the human production and living,the government must take action to ecological management,improve the living environment of human beings.And ecological management is a complicated and systematic process,we should build ecological-deliberative democracy to expand public participation and improve the efficiency of governance.This paper is a study on connotation and practice of ecological-deliberative democracy.At the beginning,article introducing the conception of ecological-deliberative democracy,put forward ecological-deliberative democracy is the combination of ecological democracy and deliberative democracy,deliberative democracy as the realization of the ecological democratic,form a new decision-making method?a new ecological management pattern and a new political form.The organic of combination is rooted in the union of ecological democracy and deliberative democracy,fusion of the two can provide non-human subjects and future participation qualifications,can provide unlimited dialogue,can promote social learning,and help to promote the legitimacy of the decision.But also face many challenges when construction of ecological-deliberative democracy,“the others” representation —— what means the one cannot express their interest under the influence of environmental decision ——hard to realization?The right of subject of negotiations is being violated easy?the negotiation process and the final decision is the plight of tension.Comprehensive all challenges,the article puts forward the four countermeasures to promoting the construction of ecological democracy.first of all,create a mechanism to realize the representation of “the others”,concrete saying,we should to improve the system of environmental reporting and environmental impact assessment,Should to increase the influence of the professional environmental advocates,should to establish a special program and decision rules to protect the weak;Second,to expand and standardize the procedural requirements of deliberative democracy,one is to improve environmental decision-making consultation participants basic knowledge;at the same time,we have to explore and build a complete dialogue mechanism and rules;we should reduce the power of money and power to intervention the negotiation process,at last,strengthen the ecological responsibility of deliberative democracy;Finally,expanding and the security of the citizen's environmental rights,including the environmental right to know and participate.We design the system design,but also demonstrate the ecological deliberative democracy can be established in China.This paper argues that in our country has a rich,various forms of deliberative practice,including the political consultation system,deliberative democracy at the grass-roots level,social negotiation dialogue,etc.,for the realization of ecological-deliberative democracy provides the basis.Also,we should pay attention to strengthen the interaction with western deliberative democracy,to clarify the relationship between deliberative democracy and for democracy,to expand and create a new form.
