Study On Urban Community Of Deliberative Democracy Construction In China

With the advancement of urbanization and the acceleration of economic construction,the individualized and diversified social needs of urban community residents have posed new challenges to the development of urban communities.Deliberative democracy refers to the urban community residents in organizations of grass-roots party and government and community autonomy,under the coordination of through canonical form and procedure,effectively solving the urban community involved in all kinds of disputes,fully maximizing the interests of the subject of social diversity.This paper summarizes our country city community development course of deliberative democracy and its experience through the carding of deliberative democracy theory research literature at home and abroad.Our country city community deliberative democracy construction typical cases were analyzed,and the various factors of the construction of Chinese urban community deliberative democracy as a system engineering.It is concluded that China's urban community deliberative democracy construction existing problems and reasons.This paper puts forward the countermeasures and suggestions to promote the construction of urban community consultation in our country,so as to promote the long-term stable development of urban community consultation and democracy construction in our country,and realize effective governance of urban community.The paper contains the following:First part: Discusses the connotation and operation mechanism of the urban community of deliberative democracy.Firstly this part clarifies community,urban community,urban community deliberative democracy and other related concepts,and analysis the main body in urban community of deliberative democracy consultation,negotiation content,negotiation form,thus concludes that our country city community deliberative democracy has the characteristics of diversity,universality and diversity.Finally,it discusses the coordination mechanism,communication mechanism,participation mechanism,mechanism of discussion and supervision mechanism of urban community consultation democracy.Second part: Review and summarize the development history and experience of urban community consultative democracy construction since new China.This part analyzes the development of urban community consultation in China,and summarizes the experience ofurban community consultative democracy construction.Third part: Analyze the problems and causes of deliberative democracy construction in urban communities in China.Based on the typical cases in the construction of urban community consultation in China,the present situation of its development is analyzed and its existing problems and reasons are observed.Fourth part: Put forward the countermeasures and suggestions to promote the construction of urban community consultation democracy in China.In view of the problems existing in the democratic development process of urban communities and their causes,countermeasures are put forward.Such as playing a role of urban core of leadership of the CPC at the grass roots level,promoting the construction of legal system in urban community,perfecting the deliberative mechanism of urban community,developing urban community residents of democratic participation,perfecting the urban community residents of democratic consultation mechanism,etc.
