Research On The Construction Of Regular Management Norms Of Rocket Force Troops

Regular management is an eternal theme in the army construction.The history of PLA construction is a history of regular management and a history of development and innovation based on the tradition.Under new circumstances,Xi Jinping,the chairman of the Central Military Commission(CMC),comprehensively considered the situation,strategically put forward the goal to build a strong military that "PLA must be loyal to the Communist Party of China(CPC),be able to win and be persistent with its good traditions",and has promoted the strategic thoughts "PLA management must follow the rule of law and strict discipline" to a new history height.It makes a higher request for the regular management of PLA.The PLA Rocket Force,as a strategic striking power controlled directly by CPC Central Committee and CMC,has a highlighting role of status and a challenging mission and task.Therefore,its regular management is more imperative with stricter standard.Regular management seems a special word of army management.It is rarely involved in the research out of the army.However,for the standardization management and fine management,similar to regular management,plentiful theory and application achievement have been gained respectively.Similarly,for the regular management research in the army,numerous results have been acquired.Either theories in papers and monographs or mechanism results gained through synthetic training and discussions have been promoted to a new level in the research depth and breadth.Regular management isn't simplex administration management.Involved all aspect of the army construction,it is a comprehensive management with all fields,all essential,all time fields.It characters effective and orderly,normal and uniform.To promote the regular management level of the army,it is suggested to carry out the rule of law and system with the core of regulations and statute.Meanwhile,it is essentially to generalize good experiences and actions,and adopt scientific management methods and technical instruments.For this purpose,it is necessary to build a regular management system conforming to the PLA Rocket Force reality,which could be the bridge to link the system on paper and the implementation.At present,most troops of the Rocket Force have made a suit of management specification.However,there are some disadvantages,such as contents are not comprehensive,Interoperability is not strong,and rationality is defective.Especially,there is not a uniform standard in the same type troops,which is not conforming to the uniformity requirement of the regular management.In this paper,firstly,key points of regular management and fine management were comparative analyzed.Combined with research practice,the opinions were put forward that building the regular management norm system must follow the principles of legality,feasibility,advancement and pertinence.Secondly,it was suggested adopting the methods of basing on the management practice,personnel widely participating,adhering to the scientific and reasonable,highlighting the key content,focusing on the moderate development,and forming a complete set of guarantee mechanism.Thirdly,the detailed ideas on the links of decision-making,personnel selection and strategy selection were presented,as well as the detailed procedure and key points of the norm system execution and amendment.Lastly,according to the theory of regular management,the Rocket Force management norm system was built,which covers all aspect of army construction in military,politics,logistics and equipment,with the main frame of four orders of combat preparing,training,working and living.Then,detailed contents of the norm were presented combined with the troop's reality.This paper's research results have been applied to some Rocket Force troops,and well effect has been gained.These results have important reference value for the Rocket Force office,research institutes and other military service to build regular management norm system.
