The World Order School is a western international relations school related to the World Order Models Project(WOMP).WOMP,founded in 1968,is a transnationally educational, intellectual and social movement. It persists for half a century, and its major contributors include Saul H.Mendlovitz,Richard A.Falk,Johan Galtung,Ali A.Mazrui,Rajni Kothari,Yoshikazu Sakamoto,R.B.J.Walker and Samuel S.Kim.WOMP pursues a world in which values of peace, economic well-being,social justice and ecological balance could be realized, and its endeavor exert enormous influence in international educational, academic spheres and public life.WOMP is an influential social movement, also a constructive postmodern international relations school---the World Order School. The analytic framework of the World Order School is based on the four WOMP values:peace, economic well-being,social justice and ecological balance. The World Order School takes the sovereign states.especially the non-state actors(global civil society)as main actors. The global rule of law, systemic transformation and people oriented are the main theoretical connotations of the World Order School. The School strives to achieve systemic transformation through reform of the United Nations and transnational social movement. The World Order School, sticking to the traditional research method and adhering to cosmopolitanism normative orientation, has a distinct postmodern character. The World Order School has obvious differences with the mainstream international relations theories and other theories we are familiar with. The World Order School is strongly critical of the Realist theory, insists that the latter is lack of normative concern. As for the Neo-liberalism,the World Order School insists that it is nothing more than a variant of the Realist theory. The strong normative orientation and common "School" character of the World Order School and the English School make the two theories most comparable. However, the two theories have distinct differences in ideological orientation, representing respectively for Revolutionism and Rationalism. The World Order School has its intimate relations with the Reflectivist theories, especially with Postmodernism. However, the World Order School put a greater emphasis on construction, the transition process, and depending strength. The World Order School is an important development of post-World War ? peace studies. In its long-time exploration, the World Order School connects peace with economy, justice and ecology, and keeps pace with the times, making new innovations and developments in the contemporary context, and promotes "world order" to become popular words in international educational, academic and political spheres. The World Order School is the core of world order studies, also the forerunner of normative international relations. The World Order School is a challenge to the mainstream state-centered theories and Scientific Behaviorism.Alternatives,WOMP's academic journal, published a large number of articles of non-mainstream theories from developing countries scholars. All of these have made the World Order School a significant theory in the history of international relations discipline. The World Order School also has some defects and shortcomes. An important reason that some people criticized the World Order School is the difference of opinions between WOMP participants from developed and developing countries.Lack of historical consciousness and strong rejection of Scientific Behaviorism also are reasons that made it has only limited influence and being neglected and rejected by the mainstream academic spheres. The fiercest criticisms are from the kind of taking WOMP as "utopian",because of its radical and ahead-of-time transition proposals and unconvincing transition strategies. The World Order School should make breakthroughs in providing specific policy suggestions, upholding theory comparison and positivist study. At the same time, the human being as a whole should break their limits, striving for a new world order in which the values of peace, economic well-being,social justice and ecological balance could be realized.
