After the peaceful end of the Cold War, the Yalta System disintegrated. The world order comes into historical era of changes and reconstructions. Seeing from the long history, peaceful transition of world order is a new topic. But under the push of development of economic globalization, the multi-polarization of the world structure and democratization of international relations, contents of changes and reconstructions of world order vaguely identify. Human entering into 21st, China advances opinion of constructing harmonious world, which put cultural kernel of seeking common points while reserving difference into value tropism of reconstruction world order. Thus, China makes important contribution for choice of international society seeking for peaceful and democratic order.Nations as constructing actor, international system as constructing base, world order is rational arrangement to maintain cooperation, stability and peace of human society for human activity and nation's behavior. After the end of Cold War, great changes have taken place on world political structure. International system has transformed. Stability and peace of international society suffered threats. Former world order changes along it. Reconstructing world order becomes important topic of theory and practice of international relations. The article tries to start with changes of world order, seeking for constructing break point of world order in the challenge it faces.
