In the early 1980s,China's engineering construction field has introduced the bidding system from the western developed countries.The system fitted in with the needs of Reform and Opening of economic mercerization,it effected obliviously in the investment reduction and economic benefit promotion.Shortly thereafter,public bidding and auctioning are generally used in public procurement fields such as government procurement,property transaction,state-owned land useright transfer,medical equipment procurement etc.It speeds up the process of the mercerization for resource allocation.As public procurement is a section where the government administration contacts directly with market dealing,there is a great possibility for abuse of public power and seeking personal gains.The absence of the bidding system becomes a breeding ground of corruption,and it has aroused a general social concern.According to the new demands of comprehensively deepening reform raised in The Third Plenary Session of the Eighteenth Central Committee,properly handling the market plays a decisive role in the resource allocation and makes the government play better role.It is a real problem to further promote the mercerization reform for public procurement system,to strengthen the restrain for power exertion and to effectively prevent and govern the corruption.The thesis studies on the transition and development of mercerization of public procurement system,based on the example of the bidding for the government investing construction project,and the use of a theoretical perspective on institutional changes.China's transition of public procurement system is a mandatory system innovation leaded by the government.In the highly power centralized system construction,due to the pursuit of its benefit and political legitimacy,the government has an inner motivation and such a possibility.Generally,the government prefers a gradual reform way,it leads into the market mechanism by means of incremental reform,experiments in a certain scope before popularizing.The route for China's transition of public procurement system is an adaptive adjustment and evolution of the practice antecedence of bidding and progressive elaboration of relevant systems.The turning from the national finance of unified state control over income and expenditure to the public procurement policy of market forcing in resources allocation adapts to the mercerization reform target.System transplantation gets a combined action of external pressure and internal reform motivation,while the expanding of the public procurement field is completely spontaneously acted by all levels of government.The principal problem in the evolution progress of public procurement system transition is that publicity misses at the same time of the economic benefits promoting.There is a lot of illegal operation in the bidding,and it is the root where corruption breeds.This paper analyzes the causes of corruption happens,focus from institutional incentive and property rights and the social psychology of public procurement bidding.Legislation,insufficient restrains of state property,and flexibility in system implementation guided by Department of Administration is the three main difficulties that China's public procurement system transition faces.The system of supervising by different industries is an unavoidable choice made to fit the existing condition at that time.It has quickly built a government supervising system for public procurement,expanded the adaptive scope for public procurement bidding,and leaded to quite a few systematic obstacles in the aspect of supervising.The construction of the unified supervision platform and the rise of building the public resource trade markets from place to place have relieved systematic obstacles of supervising by different industries to some extent.But some Bid-Rigging problems relating to power and money trade have not been fundamentally solved,and the key of the problem are some deep-seated issues.On the one hand,China's state-owned system gives rise to the insufficient restrain of property encouragement,information asymmetry in the entrusted agency leads to the "pick-up" issue,they all bring about the lack of internal motivation of bidding subject for operating normatively;on the other hand,flexibility issue in policy performing formed by history and the conventional thinking of "There are policies and countermeasures" causes that the system cannot get a strictly implement.Therefore,developing and perfecting China's public procurement system have to think over the two aspects of syste,m innovation and system operation.Only to explore the public procurement system innovation and system adjustment on the base of property clarity and system standardized operation can truly solves the corruption problems in the public procurement bidding.The first is to establish the restrain for public property to provide motivation for realizing economic benefits of the bidding;the second is to promote the standardized operation of the bidding system with forcibly anti-corruption,which should be in accordance with the demand of building a national governance system;the third is to take benefits and fair policy target into consideration,adhere to the rule of system transition and development,build and perfect the bidding system standard in the operation level,innovate technological means to provide technical support for fair trade.Only by means of the system design even the political system arrangement can effectively solve the problems in the implement of public procurement policy.
