| The bi-weekly consultation symposium established by the 12 th National Committee of the Chinese People's Political Consultative Conference has become a regular platform and an important brand for the CPPCC's deliberative democracy.It is a specific institutional arrangement for deliberative democracy.Its demonstration of democratic democratic demonstration effect and perfect operational mechanism has promoted development of the theory and practice of socialist deliberative democracy.The article focuses on the system,discusses the generation,operation and improvement of the bi-weekly consultation forum system.The first part sorts out the history and restart of the bi-weekly consultation forum.First of all,it summarizes the convening of the "two-week symposium" from 1950 to1966,which is divided into three stages,a total of 114 times.Secondly,it discusses the resumption of the biennial consultation meeting of the 12 th National Committee of the Chinese People's Political Consultative Conference.It specifically introduces the reasons for the resumption of the bi-weekly consultation symposium,the nature and characteristics of the bi-weekly consultation symposium and the relationship with other forms of CPPCC meetings.The Biweekly Consultation Symposium is an institutional innovation.The second part focuses on the system and operation of the bi-weekly consultation forum.First of all,it will expound the convening of the 95 bi-weekly consultation forums,and separately count the 12 th and 13th(as of March 2019)National CPPCC Biweekly Consultation Symposium,and classify and summarize the topics of the Biweekly Consultation Symposium.Secondly,the analysis of the operation mechanism of the bi-weekly consultation symposium is the pre-conference investigation.The composition of the participants,the members' suggestions and the interactions between the relevant departments of the government and the on-site commitments.Finally,it discusses the transformation of the results of the bi-weekly consultation symposium.After the meeting,some of the consultation results entered the decision-making,some promoted the legislation,some of them focused on supervision,and macro-evaluated the effectivenessof the bi-weekly consultation symposium,further demonstrating the bi-weekly consultation symposium.In practice,a procedural mechanism with reasonable procedures and complete links has been formed.The third part expounds the of the bi-weekly consultation forum and the problems and improvements in the bi-weekly consultation forum of the local CPPCC.First of all,sum up the important role of the CPPCC Biweekly Consultation Symposium in consolidating the united front platform,opinions and policies,and the development of the CPPCC's deliberative democracy.Secondly,it puts forward three problems in the actual operation of the bi-weekly consultation forum of the local CPPCC.The role of consultation and decision-making is not sufficient,the transformation of results is not significant,and the composition of personnel needs to be further optimized.Finally,combined with the successful experience of the bi-weekly consultation forum of the National Committee of the Chinese People's Political Consultative Conference,it has improved from three aspects: improving the functions of the government,enhancing the effectiveness of the results,and optimizing the structure of personnel,and further expanding the effect of the bi-weekly consultation forum.The bi-weekly consultation symposium reflects the unification of the content of consultation and the form of consultation,the unification of consultation procedures and the efficiency of consultation.Therefore,it should become a long-term mechanism for the development of a socialist deliberative democracy,and it will surely play an increasingly important role in the consultation of political parties and the consultation of the CPPCC. |
