The Study Of National Governance Modernization Promoted By Socialist Consultative Democracy

Socialist consultative democracy is an institutionalized democracy, which is born in the traditional Chinese culture and develops in the process of Chinese revolution, construction and reform practice. Socialist consultative democracy is an important part of national governance modernization led by Communist Party of China in nature and in function.From the historical dimension, the political logic of national governance modernization is explored in the period of anti-Japanese democratic regime period, established with the founding of New China and the construction of socialist revolution, promoted in the economic and social transition period and enhanced in the deepen reform period since the eighteenth Communist Party of China national congress. This development reflects the consistency and inheritance of socialist consultative democracy by itself, and embodies the unification between development logic and the historical evolution of China’s democracy.Socialist consultative democracy is an organic combination of governance and participation and it possesses an important status and employs a rich form in national governance modernization led by Communist Party of China. After the eighteenth Communist Party of China national congress, the Central Committee of the Communist Party of China put forward the proposition of socialist consultative democracy and national governance modernization, the link of them establishes the important position of socialist consultative democracy in the process of national governance modernization.Under this background, the study of national governance modernization promoted by socialist consultative democracy has played an important role in promoting and perfecting the socialist democratic system and also has shown great value in satisfaction the requirement of political structure reform. This thesis applies the methods by combining the specification and experience, history and logic, structure and function and of multidisciplinary cross, studying from the perspective of relative theory, historical evolution, importance, actual formation and development status, this thesis aims to respond and solve the dilemma faced by national governance modernization promoted by socialist consultative democracy. Striving to enrich and perfect the socialist realization form and development path of consultative democracy during the modernization of national governance, the thesis focuses the goal on “effective governance of the people led by the Communist Party of China”.To be specific, the thesis is divided into six chapters.The first chapter is an introduction of this article, and it mainly introduces the background, significance, and foreign academic circles about national governance modernization promoted by socialist consultative democracy, and basic framework, research methods and innovation of this thesis are included to establish the research points for the whole thesis in this chapter.The second chapter is about the theories of national governance modernization promoted by socialist consultative democracy and this chapter is the basic research of the whole thesis. With the definition of the two major theoretical systems, this chapter classifies the fundamental theory between socialist consultative democracy and the national governance modernization, aiming to seek internal consistency between them from the aspects of value concept, multiple subject, symbiotic element and open mode. Based on the localization features of democratic system of socialist consultative, this chapter expounds the theory of national governance modernization promoted by socialist consultative democracy systematically from perspectives of People’s democracy theory, multi-party cooperation theory, the united front theory and the mass route theory, which provides important theoretic support for the study of subsequent chapters.The third chapter is about the historical logic of national governance modernization promoted by socialist consultative democracy. The content of this chapter belongs to practical study, mainly focuses on the trajectory of national governance modernization promoted by socialist consultative democracy in the following four stages: anti-Japanese democratic regime period, the period of the foundation of People’s Republic of China, the economic and social transition period and the deepen reform period since the eighteenth Communist Party of China national congress. Through the study of those periods, the historical logic and developing dynamic of national governance modernization promoted by socialist consultative democracy is explored and valuable experience is also concluded to perfect and promote the national governance modernization promoted by socialist consultative democracy.The fourth chapter is about the realistic form of national governance modernization promoted by socialist consultative democracy. The content of this chapter belongs to exploratory path study, guided by the problems during national governance modernization promoted by socialist consultative democracy, this chapter proposes five countermeasures in the aspects of activating endogenous motivation of socialist consultative democracy systems, solidifying the traditional advantages of cooperative governance between consultative democracy and electoral democracy, giving full play to Chinese People’s Political Consultative Conference in national consultative governance, perfecting the operating mechanism of consultative governance in making country’s public decision and promoting the construction of social consultative democratic governance.To sum up, through a comprehensive analysis of different historical stages of national consultative democracy promoted by socialist consultative democracy, this thesis tries to breakthrough traditional academic points of view and put forward the following academic ideas. Firstly, socialist consultative democracy is an institutionalized democracy, which is born in the traditional Chinese culture and develops in the process of Chinese revolution, construction and reform practice. Socialist consultative democracy is an important part of national governance modernization led by Communist Party of China in nature and in function. Secondly, socialist consultative democracy and western deliberative democracy is a kind of isomorphic relationship, both of them play an important role in national governance. Thirdly, depended on people’s political consultative system and the multi-party cooperation system, socialist consultative democracy, together with the people’s congress election system, constitutes the democracy systems of Chinese consultative management. Fourthly, as an organic combination form of democracy of governance and democratic participation, socialist consultative democracy possesses an important status and employs a rich form in national governance modernization, which has a unique forms and takes a unique advantage of Chinese democratic politics.
