Research On The Information Communication Between The Public And The Government Under The View Of Network Political Participation

"Information is to democracy,just as money is to the economy." The history of the theory and practice of world democracy shows that the improvement of democracy depends on the effective interaction of information input and output within and outside the political system,so as to reduce uncertainty and risks,as well as maintain the normal operation of political order.Based on the traditional political communication theory by Lasswell and Deutsch Pye,etal.The basic architecture combines the specific channels of the Internet to research and writing and layout of this paper,namely the public political participation in network information communication,public network platform and the public political participation mode,network politics and government information communication and the effectiveness of public participation process,network of political communication and government information involved in the problem and reason,to communicate with the government information public network political participation and government information communication suggestions and countermeasures.That is,communication subject,communication platform and communication process are the main key words of this paper.The introduction is about the background and significance of the research,the research situation at home and abroad,the train of thought and framework,the research methods,the theoretical basis of the research,and the innovation points.The first chapter gives a description of the relationship between public network political participation and information communication.On the basis of identifying the different identities of the public in the cyberspace,namely netizens,network opinion leaders and network communities,we distinguish disorder and orderly network political participation,and point out that information communication is an important way to promote orderly network political participation.It also summarizes the basic connotation of information communication and the characteristics of information communication.Based on the comparison between network information communication and traditional information communication,it summarizes the promoting effect of network information communication on orderly network political participation.The second chapter collects,summarizes and analyzes the platform and mode of public network political participation and government information communication.Through sorting out a large number of documents,it is clear that the platform for information communication between the public and the government includes government website,government double micro,government network spokesman,business news website,personal micro-blog and so on.According to the interactive relationship between the public and the government,the mode of communication is defined from the perspective of traditional and modern,and its characteristics are summarized.The third chapter makes a detailed induction and demonstration of the process and effectiveness of public network political participation and government information communication.It is pointed out that there are three kinds of information communication levels: one-way communication,two-way communication and multi direction communication.In particular,the analysis of the process of introducing the expression of network discourse into the communication between the two parties,namely,the production of symbols,the contention of meaning,and the reconstruction of order.In order to embody the effect of information communication between two sides,based on the comparison of different models,we evaluated from the perspective of government response,and selected the survey data from Shanghai Jiao Tong University public opinion research room as an empirical support.The fourth chapter analyzes the problems and causes of public network political participation and government information communication from case analysis to theoretical attribution.As for the existing problems,the representative network public events in recent 3 years are selected as the research object.The corresponding problems are pointed out from the following three aspects: the subject of information communication,the process of information communication,and the platform of information communication.And based on these three aspects to explain the related reasons.The fifth chapter puts forward the suggestions and Countermeasures of public network political participation and government information communication.According to the reasons of the fourth chapters,that is,the main body of communication,the communication platform and the process of communication,the corresponding solutions are put forward.This paper holds that democracy is the essence of dialogue and communication.From the perspective of information communication,it provides another breakthrough point and observation point for standardizing the political participation of public orderly network.This can not only help a systematic analysis of the public network political participation and the government's information communication,but also expand the traditional political communication theory in the Internet era.Besides,on the basis of previous studies,this paper introduced the way of discourse communication,highlighting the public's status in information communication,and overcome the limitations of past information transmission path and concept transmission path,ignoring public value.
