Research On The Problems And Countermeasures Of Information Communication In Government Emergency Management

Emergency management(EM),as the pivot of critical events dealing process,is a very important content of modern government's social administration.It is a great measurement for the comprehensive administrative ability of a national government.It also evaluates the government's credit construction,information publication,and ability to guarantee social stabilization.Then,as the substance of emergency management,the information communication(IC)is the key point,which works throughout the whole emergency management system of the government.The communication between government and social organizations,mediates,or citizens requires the information to be authentic,effective,reasonable and mutual.The aim of communication is to meet the expected demands of the government or the society in emergency management.Therefore,investigation into the information communication during the emergency management,and furthermore finding ways to solve the problems in the communication are crucial to establish scientific and effective management mechanism.There are various aspects,including journalism,social administration etc.,from which the information communication in emergency management of government could be analyzed.In this paper,in the angle of public administration,the characteristic of information communication in modern government's emergency management,factors and purport of itsconstruction,and the definition for information communication are deeply discussed.And the present status of IC in EM of different nations is also analyzed.Deficiency and experience in Chinese IC process during EM were summarized by diverse case analysis.Based on these works,the purpose of this paper is to find a new way to improve the construction of IC in EM from three aspects:1)the capability of communication between governments,between governments and social organizations;2)the construction of government information management platform;3)the construction of social participation.
