On Intra-party Democratic Supervision Construction In The Background Of Comprehensive Vigorous Party Discipline

Ever since the 18^th national congress of the CPC,the central committee of the CPC-with comrade Xi Jinping as the core-has put forward a series of new concepts,new ideas,and new strategies for the governing of China.It has also made some strategic deployments for comprehensive vigorous party discipline and some new theoretical explanations and institutional arrangements for intra-party supervision in a new spell of time.It is of great realistic significance to research,with comprehensive vigorous party discipline as the political background and environment,on how to reinforce intra-party democratic supervision,to maintain the Party's advanced nature and purity,to strengthen the Party's reigning position and foundation,and to advance the cause of socialism with Chinese characteristics to a new height in a new spell of time.A proletarian party cherishes rich character of intra-party democracy and a political characteristic of it is effective intra-party supervision.Every member of it is a supervisor and at the same time is supervised.The intra-party supervision is ubiquitous.Whether a political behaviour embodies the party's tenets and character and whether every part of its power running is rightful are strictly supervised.Intra-party supervision is a channel as well as a means for the realization of party members'democratic rights,is the mutual supervision mechanism between party members,cadres,and different units,and is the basic mechanism born from the basic nature of intra-party democracy.The basis of CPC's intra-party supervision is party members'democratic supervision established on equality between members.Therefore,intra-party supervision is intra-party democratic supervision,which is the main content of chapter one and chapter two.The dissertation adopts an integrated approach of history and logic,theory and practice,documents and empirical research and probes into the research of comprehensive vigorous intra-party democratic supervision from three tiers of party operation:principal systems,administration mechanism,and operational mechanism.They arrange from minor to major,from micro to macro,from theory to practice,and from whole to part.They correspond with sterilizing intra-party political life,regularizing intra-party organizational life,and fortifying intra-party democratic life,which specify the contents and means of democratic supervision,hence can realize the objective of comprehensive vigorous party discipline.Principal systems refer to basic principles,regulations,standings,and approaches of intra-party political life?running of power?.They are basic premises of party operation and the political environment or political ecology for intra-party democratic supervision.The foremost task of intra-party democratic supervision is to ensure the political ecology healthy.A serious and conscientious intra-party political life is the basic guarantee for the realization of intra-party democratic supervision and a basic task of it.In CPC's political operation,its disciplines must be strictly observed,the basic principle of democratic centralism must be followed,its flesh-and-blood bond with the masses of the people must be maintained,which is the basic guarantee to maintain its Marxist party nature,to maintain its centralized united leadership,and to maintain its kernel position of leadership and politics,which is also the ultimate objective of intra-party democratic supervision.This is the main content of chapter three.Administration mechanism refer to ways,channels,vehicles,and regulations for the running of intra-party political life?running of power?.Strict observance of rules in the running of the administration mechanism is realizing supervision of political operation and power running.The organizational life of CPC is an important part and an important vehicle for CPC intra-party political life,is an important platform for CPC to educate,administer,and supervise its members,and is an important forum and vehicle for the realization of intra-party supervision.To live a serious and conscientious organizational life is an important task for CPC intra-party democratic supervision.A good exercise of the political,educational,administrative function of CPC organizational life and a good employment of criticism and self-criticism are a premise for the intra-party democratic supervision function of CPC organizational life.This is mainly elaborated in chapter four.Operational mechanism refer to how to secure party members'subjectivity and dominant roles,how to let them exercise their dominant function,what subjectivity rights of party members to be protected,and how to realize effective democratic supervision of the running of political life?running of power?.Intra-party democracy is CPC's life and intra-party democratic supervision is its lifeline.A party member's dominant role is embodied in his rights to vote,to know,to participate,and to supervise.To secure their democratic rights and to perfect the right relief system for them is the basic premise for the exercise of intra-party democratic supervision,the basic content of intra-party democratic supervision,and the basic measure for the realization of intra-party democratic supervision.The intra-party democratic supervision rights can only be realized on condition that the intra-party democratic life is sound.This is the content of chapter five.To reinforce intra-party democratic supervision,the basis is to live a serious intra-party political life,the focus is to live a strict intra-party organizational life,and the crucial part is to live a sound intra-party democratic life.Intra-party democratic supervision relies on intra-party democracy.Only when party members's dominant role is secured,their subjectivity and dominant function are exercised,and their subjectivity rights are secured,then intra-party democratic supervision can be ultimately realized.Only when the organizational life is regularized and the political life becomes serious and conscientious,then comprehensive vigorous party discipline can be substantially carried out.
