The Dilemma, Cause And Optimal Path Of The Accountability Manchism Implemented By The Communist Party Of China

The intra-Party accountability mechanism is the significant method of enforcing party governance strictly and comprehensively under the new trend of developing intra-party democracy and strengthening the construction of power supervision and restriction system. Not only did such construction guarantee objective requirements that power executors being responsible for owners by the system, as owners have been disassociated with executors in the large-scale national country, but connoted the focal point of accountability lying on characteristics of the relationship between party and government. From the perspective of political systems theory, the communist party of China lies in the interactive party-government relation and the realistic party-government relation will have an effect on the communist party of China and her intra-party accountability mechanism. Therefore never put aside the tight and inevitable links between research in the intra-party accountability mechanism and the party-government relationship.Whereas, the existing research findings on the relationship between party and government either analyzing the dilemmas and their pertinent measures of The intra-Party accountability mechanism from the perspective of inner-party relationship, thus ingoring to probe into the intra-Party accountability mechanism at the overall political cricumstance lying on the political system;or some research findings focus on some aspect, such as responsible allocation or undefined accountable objectives between the relationship between party and government, rather than penetrating into comprehensive study on the dilemmas and their pertinent measures of the components of The intra-Party accountability mechanism. Given such above, firstly this article illustrates the necessity the intra-party accountability mechanism and its significance in the accountability system from the prespective of the party-government relationship analysis, furthermore sets up the whole relativity between party-government relationship and the intra-party accountability mechanism.Secondly, this article sums up the dilemmas in the operation of the intra-party accountability mechanism, then discusses current flaws in the no seperating party from government, party substituting as the government and their negative impact on the intra-party accountability mechanism. Ultimately, this article regards the standardization of he party-government relationship as the optimal path to consummate the intra-party accountability mechanism, dealing with the above dilemmas of the intra-party accountability mechanism starting from three aspects, such as developing intra-party democracy, enforcing horizontal division of labor associated with power of decision and personal control between party and government and enhancing the functional isolation between party and government.
