Since the 1990 s,countries have faced the transformation and upgrading of industrial structure.Service industry,as the third industry,has been increasing in the national economy of all countries.Developed countries,as the major exporters of service trade,have comparative advantages in many service sectors,so they actively advocate the negotiation of service trade and promote the liberalization of service trade.The general agreement on service trade has gradually become a framework to standardize the development of service trade and services industry.Since then,the liberalization of trade in services and the opening up of service sector have become important issues in regional trade negotiations and have become an important part of regional trade agreements.How to expand the service sector and improve the competitiveness of service trade is important issue faced by every country.However,due to political and cultural considerations,countries still have a large number of measures to influence service trade,thus forming a service trade barrier.In recent years,the negative list measure is widely used around the world means lower barriers to trade in services,the widespread adoption of the negative list management mode and the added value of global value chain theory and calculation method under the background of deepening development,we must be conscious to the problems existing in the service sectors in China as well as the status of China's service trade competitiveness level as a whole.There must be clear guidelines of service sectors in China,using negative list management in our country to promote opportunity,gradual expanding the opening up of service industry in our country and adjust the structure of service industry development.This is the purpose of this study.The thesis mainly includes the following seven parts: chapter 1 is the introduction.This part introduces the background and significance of the research,the purpose of the research and research methods and possible innovation points.Chapter 2 is literature review.This part reviews the related theoretical literatures on the management mode of negative list,service opening and service trade competitiveness.Chapter 3 research on the management mode of negative list.Firstly,this part introduces the meaning,characteristics and advantages and disadvantages of negative list,and then illustrates the development of negative list and practical experience in the world.The development of Shanghai free trade zone and the second batch of third batch of free trade zone were introduced.Finally,the author points out the problems of the negative list management in China,and offerssome suggestions for improving the management of negative list in China.Chapter 4analysis of the current situation of service trade competitiveness in China.This chapter first describes the general characteristics of the service industry development in our country,and then to the overall level of service industry in our country open measure.Finally respectively under the value added of total trade accounting system and accounting system of China's service trade competitiveness is calculated.Chapter 5 introduces the influence mechanism of negative list management on service trade competitiveness.Firstly,it analyzes the overall influencing factors of service trade competitiveness,and points out that the service capital flow and service opening level are two important factors.Then,the paper analyzes the negative list management to the service trade competitiveness mechanism: the influence of the negative list management first affect the level of service industry capital flows and service sectors,and the two factors in turn,impact on competitiveness of service trade.Therefore,it points out the path of the negative list management on service trade competitiveness influence mechanism.Chapter 6 study the influence of open level of service sector,the empirical analysis in this chapter the negative listing the implementation of the management of service industry the impact of the international division of labor and service sectors.The strength of the negative list is studied by negative listing index of different influence on service sectors level.Chapter 7 study the impact of negative list management mode on capital flows in service industry,taking Shanghai as an example.This chapter first elaborates the basic idea of the synthetic control method and then apply the synthetic control method to empirically analyze the impact of the implementation of the negative list management mode on the capital flow of the service industry in Shanghai.Chapter 8the influence of service capital flows on service trade competitiveness.This chapter firstly analyses the whole samples,then the sample countries into high-income countries,middle-income countries,group discussions,and low-income countries to study services FDI impact on the competitiveness of service trade,the study found that there are significant differences between groups of countries.Chapter 9.This chapter first gives the full test of the basic conclusion.In 2018 the national promotion negative list management under the new background,our country aims to further expand the service sectors,and enhance the level of China's service trade international competitiveness shows the specific policy recommendations.Through the analysis of the chapters,the conclusions are drawn as follows:First,China's service trade export structure has improved in recent years,the producer service industry competitiveness gradually increased,but the service tradedeficit with China appears the trend of widening,trade in services international competitiveness level is declining.low level of China's commitment to open services,deepen the promise is not obvious.Between 2000 and 2015,the opening level of China's service industry has not been significantly improved,and the gap between the average and the world average has been widening,indicating that our service industry is not fulling opening up,and the open space is still large.Secondly,the implementation of the negative list management makes the final rise of the total value added of the foreign service product that means foreign elements in participation in production is higher and higher,more countries get involved in the international division of labor,improve the participation of countries in the international division of labor and the world economy depend on each other.The shorter the negative list,the less investment access restrictions,means that the services of a country opening up degree is higher,the longer the negative list,means that the lower level of a country's service sectors.Compared with other forms,the negative list is more effective in promoting the opening of the service industry.Thirdly,negative list management increase a country capital flows have an impact,to absorb more FDIs in service industry.Empirical test shows that in 2013,after the implement of negative list in Shanghai free trade zone,service industry of Shanghai has significant impact on capital flows,negative listing the implementation of the management of service industry's capital flows have had an impact on the whole.Fourthly,service capital flows within the sample on service trade competitiveness of middle-income and high-income countries without significant impact,but the service trade competitiveness of low-income countries levels have a significant impact,from the level of per capita income in China belong to low-income countries,service industry increased capital flows will raise the level of China's service trade competitiveness.Finally,the negative list management model can improve our service trade competitiveness.First of all,the negative list management promote capital flows will accelerate the development of services,expand service sectors level in our country,and the ascension of the two will lead to the improvement of China's service trade competitiveness.
