A Study On The Cooperation Between Government And The Third Sector In Community Public Service Supply

The paper defines the relevant concepts of community public service and the third sector, analyzes the achievements of the research home and abroad on supplying mode of the third sector and the community public service and sums up the supplying modes of public community service. The paper then analyzes the problems and deficiencies of the public community service supplied by the government which works as both organizer and producer. Based on the practice of the "neighborhood center" in Yanji Community, the enumerates the cooperative partnership between the government and the third sector in the process of supply of public community service, aiming at analyzing the separation between the public service provider and direct producer. Compared with the traditional public sector which is the subject of liabilities as well as the direct public service provider, the new mode contributes to enhance the "customer-oriented" and "demand-oriented" service, reinfoce market-oriented operation mechanism of public service, reduce the cost of providing public services, promote the diversity of public service, improve the quality of public service quality and enlarge public finances in the input-output ratio. Apart from analyzing the case of the theoretical value and practical significance of the case mentioned above, by means of problems occurring in the course of managing the the neighbourhood center in Yanji Community has been analyzed such as the blurring liability boundary between the government and the third sector,lack of competition power on part of the third sector, the over-use of administration, single source of fund, lack of diversification of public service items, deficiency in scientific performance evaluation, and shortage of volunteers, In order to reduce the gap between theory and reality, according to the theory of the cooperation between the government and the third sector, the paper puts forwards the coping tactics of optimizing the operating process of the neighbourhood centre in Yanji Community by further clarifying the liability boundary between the government and the third sector, improving the competition, assessment and excitation mechanism extending the scope of more diverse service and expanding funding sources and improving the policy system of the development of the third sector.
