At present, the theories on international competitiveness are generally on enterprise or nation aspect. Professor Michael E. Porter was the first who studied industrial competitiveness. According to him, whether a certain industry is competitive or not lies on the following six factors: Production factors, demand status, relevant or supporting industries, strategy and structure of the enterprises, opportunities and government behaviors.International trade on service involves many fields in and faces variable complicated problems, while its theoretical system waits to be perfected and unify further. Service trade plays a special role in improving the whole efficiency and quality of national economy. Especially some lifeblood industries, such as finance, telecommunications, etc., expect relatively much technology and security, are of certain potential advantages and the effect of technology overflow, direct other industries in the future, and are of relatively high earning ratio, which are defined as"strategic service" by the writer.Regarding Porter's competitiveness theory as guide and taking finance and telecomm as examples, firstly the writer analyzes current competitive situations of our strategic services in detail, and then suggests means on cultivating international competitiveness. Certainly all the analyses are around the six key elements tightly influencing industry competitiveness. As for government's functions, Porter's theory only emphasized offering a fair competition environment for national industries, while the writer proves the special functions of government's protection on the strategic services from both theoretical and realistic angles. As far as enterprises are concerned, a series of new opinions on building up competitiveness are put forward.Certainly, restricted by present ability, the writer couldn't give completely mature views yet. Any comment would be appreciated.
