| The pace of change in our society is faster and faster.And the selective of public service tends to be more diverse and higher quality is demanded by people. All these require our government to supply the public service innovatively. So we need some social forces to undertake part of the functions of public service, at the same time, it can also promote the government to transfer it’s public service functions to the society efficiently.Nowadays, the government is try to transfer it’s function of supplying the public service. In this background, we summarized the content of the public service and third sector、their development processes and their present situation. Through the failure theory of government、 the failure theory of market、the complementary theory and the theory of good governance, we can conclude that, the third sector should participates in the supplying of public service. From the background of undertaking public service function from government, we find some problems and reasons in this process. We think that the government should provide a legal environment and some necessary financial resources for the development of the third sector. Meanwhile, the third sector should also reinforce its mass base, for example, to improve their ability of supplying public services in many aspects.Research on the third sector undertake the functions of public service of government in China can enrich the theory of this field and promote the government to transfer the function of public service efficiently. It can also provide a theoretical guide in the development of the third sector and the transferring of the public service function. On the other hand, this research can provide a theoretical guide in the process of transferring the public service functions of government and promoting the development of the third sector. The development of the third sector can regulate the social conflicts, meet the diverse needs of society and maintaining social stability. |
