In recent years,the development of city and towns in China has made remarkable achievements,but it also nerves people that city public crisis events often happen unexpectedly.Especially in the current Chinese city with frequent complexity,comprehensiveness,relevance of public crisis events,traditional disasters and agency division of emergency system and mechanism of the "fragmentation,lack of information,coordination difficulties and other drawbacks have become increasingly prominent,"attaching importance to the power and neglecting the science has also become a bottleneck breakthrough.And it has also attracted the attention of the party and state leaders.General secretary Xi Jinping held a special conference on city work and started a good way to dissolve all kinds of 'city diseases'."13th Five-Year" to promote the city development plan emphasizes the fine,full period,cooperative management.The nineteen major reports emphasized the necessity to improve the public safety system and enhance the ability to prevent and reduce disaster and disaster relief.In 2018,the State Council sets up an emergency management department.The coming of the era of big data has opened the new era of city public crisis governance,which is "data speak,data decision,data management and data innovation".The use of big data to promote data connection,information sharing,knowledge association and intelligent application,and promote cross sectoral collaborative governance of city public safety is the mission of the party and government in the new era.At present,because of the high density of population,the blind exploitation of resource and unfairness of property and the rapid development of the internet,city public crisis presents new characteristics.Along with increasing of the concealment,diffusivity,interactivity and destructiveness,it's more complex to solve.Now,it has gained some achievement to solve city public crisis through collaborative wish,linkage pattern,coordinated system and emergency platform,but it's also difficult to solve since there are so many problems during the process,such as departmental segmentation,benefit obstruction,trust crisis and insufficient authority.With the coming of big data,it brings chances for the data resources,data correlation,data processing and data excavation for handling city public crisis.At the same time,it brings big impact on the mind,structure,content,tools and paradigm of city public crisis.For this reason,the solution of it begins to shift,from scattered governance to integral governance,from response during the event to prevention in advance,from authorial administration to data management and from system construction to ability improvement.In the domestic,typical events,such as Stampede at the bund in Shanghai,Tianjin explosion accident,Heavy rainstorm in Beijing and Lanzhou water pollution,show the importance of risk prevention warning,crisis monitoring and tracking,information dissemination and sharing and information release etc.have significant effect on our introspection.However,in abroad,some typical events like Boston bombing,Great East Japan Earthquake,Hamburg H4 e.coli outbreak,Dubai torch tower fire provide some profound experience for us,for example,effective cooperation,fast linkage,precise reasons tracking and smart emergency response.In conclusion,with the achievement and suffers of data criterion,data processing and data application in abroad,it also offers a great chance for us to learn the some experience on the cross-agency collaborative governance of city public crisis.Therefore,we should set integration,sharing,intelligence and correlation to be our leading ideology to improve the development of city public crisis from regime,fighting alone and low efficiency to coordination,collaboration and precise intelligence.At the same time,in order to meet the challenge and the minmum negative effect during which the departments integration happens,we must put all our effort on constructing system,mechanism,platform,regulation and culture construction,and spare no effort on coordinated management system among departments and in a system.And it is also desperate to build a platform where every department can management it coordinatedly and some regulations which intra-department could rely on and coordinated administration culture which could be cultivated and practiced during the process.The main innovations of this paper include three aspects:firstly,analyzing the new feature of city public crisis and the complexity of governance,pointing out the tendency of emergency management from scattered governance to integral governance,from response during the event to prevention in advance,from authorial administration to data management and from system construction to ability improvement,related judgments increased gradually from typical case law to analysis the abstract level which have some innovation.Secondly,analysing the opportunities of the data in the data source,data association,data processing and data mining for the cross-agency collaborative governance of city public crisis,studying the impact of big data to lead the city public crisis governance thinking,structure,content,means and paradigm,puting forward to basic ideas and specific path of the "integrity" and "intelligent" and "sharing" and"relevance" big data thinking to innovatie the cross-agency collaborative governance of city public crisis,expand the crisis management and the related theory of collaborative governance,these studies have some foresight and systematicness.Thirdly,summarizing the city public crisis governance experience of cross-agency collaboration,from the system and mechanism innovation,platform optimization,system guarantee and culture guidance,and puting forward measures to the cross-agency collaborative governace of city public crisis in big data era,the relevant results will be relatively rare,so it is a new attempt.
