Crisis governance is related to national social stability and the development of the reform cause.Emergencies,especially modern crises,are increasingly characterized by cross-governance levels,administrative divisions,functional departments and governance subjects.The cross-border nature of crises makes traditional the division of administrative divisions,the disposal of a small number of departments,and the singlesubject response can no longer meet the actual response needs,which determines the need for cross-level,multi-region,multi-department,and multi-subject long-term coordinated responses.Our country’s crisis management has shown a clear phenomenon of cooperation and co-governance.The government and society are the two major governance of public affairs.The main body,the Communist Party of China is the decision-maker of our country’s major policies,and it is also a powerful mobilizer and organizer.Therefore,the handling of transboundary crises in reality will inevitably involve the government,society,and the ruling party.And the quality of collaborative results is affected by many factors.Therefore,in order to improve the effect of collaborative governance,the research on the key factors for the effectiveness of coordinated governance of transboundary crises has important theoretical and practical significance.By sorting out and analyzing the existing literature,it is found that the current academic research on the key factors for the effectiveness of transboundary crisis collaborative governance mainly includes three research perspectives:system-action,subject-capacity,and cognition-mentality.This research is based on Giddens’structuring theory,integrates the technical factors proposed in Bally’s technical structuring theory,and combines the comprehensive analysis framework of collaborative governance constructed by Emerson et al.Based on the actual national conditions,a "structure-capacity-action" analysis framework for the key factors for the effectiveness of coordinated governance of transboundary crises is proposed.Based on the reality of our country’s transboundary crisis collaborative governance,the article divides structural factors into rules and resources.Rules include formal and informal systems,and resources include tangible and intangible resources.Capability factors are divided into decision-making power,mobilization power and executive force.Through the research method of case analysis method,taking the case of China’s response to the COVID-19 epidemic as the case study object,it analyzes the impact of structural and capacity factors on the three stages of initial response period,emergency containment period and normal prevention and control period.The rules,resources,decision-making,mobilization and executive force dilemmas of crisis collaborative governance were discussed,and the action adjustment of implement rewards and punishments to promote the implementation of rules,scientific and technological innovation to help resource utilization,circular learning to improve decision-making capabilities,effective integration to improve mobilization efficiency and taking multiple measures to strengthen implementation were discussed.The study found:1.Clear rules and sufficient resources are conducive to the collaborative governance of transboundary crises,but they need the support of executive power.If there is a lack of executive power,the synergy effect is still relatively poor.Through the analysis of the three stages of the COVID-19 epidemic initial response period,emergency containment period and normal prevention and control period,it is found that there are three stages of formal systems and intangible resources.However,the prevention and control effect of the initial response stage is not ideal.News materials found that although there were formal systems and intangible resources at this stage,they were not effectively implemented and enforced.In the two stages of emergency containment and normal prevention and control,the relevant factors of rules and resources have been effectively implemented,and the prevention and control effect has been significantly improved.Among them,the effective promotion of the central government is an important reason for the change of executive power from low to strong.Our country’s centralized administrative system determines that the central government has greater deployment power relative to the local governments.At the same time,the organizational structure of the central and local responsibilities isomorphic determines that the central government’s guidelines are an important basis and inevitable requirement for local governments to implement relevant measures.Organizations are more easily affected by the accountability system and accountability mechanism.The participation and intervention of the central government can provide guidance and pressure on local governments,thereby promoting the development of local governments’ transboundary crisis management.2.The decision-making power of the ruling party has an important impact on the collaborative governance of transboundary crises.Insensitive decision-making responses can easily lead to the loss of the best time to deal with crises.Accurate and decisive decision-making is conducive to clarifying the direction of crisis governance.During the initial response period of COVID-19 epidemic,the public expressed doubts and dissatisfaction with the actions of Hubei and Wuhan,especially the disposal time and information disclosure.After that,the Party Central Committee and General Secretary Xi Jinping decisively made a series of precise decisions such as the closure of Wuhan,which effectively control the spread of the epidemic.The highly uncertain and complex situation determines the decision-making risks and political responsibilities that decision-makers may undertake,as well as the major decisionmaking pressures that they need to bear.China’s ruling party has adjusted its principles and policies according to the different situations and tasks faced at different stages of the epidemic,which is conducive to both epidemic prevention and control and economic development.3.Our country’s new national system is conducive to transforming the institutional advantage of concentrating on maj or affairs into governance efficiency,and the key lies in the centralized and unified leadership of the party.The Communist Party of China has a profound mobilization tradition and experience,and the most significant advantage of the Chinese model with a centralized administrative system and centralized power to do major tasks is that it can quickly make major decisions and quickly mobilize human,financial and material resources to work in special times.The party’s centralized and unified leadership,adherence to the national game of chess,and the decisive force of the market in resource allocation have achieved a three-way combination of top-level mobilization,backbone mobilization,and market and group organization mobilization,which has rapidly and effectively promoted resources in epidemic prevention and control.Fundraising,scientific and technological research,vaccine research and development and other work have built an anti-epidemic front for mass prevention and treatment,and provided support in many aspects such as personnel,materials,and technology for epidemic prevention and control.4.The executive power will have an impact on the action effect,such as the executive power of the grass-roots level,the executive power of the technology,and the executive power of the experts,which are clearly reflected in the importance of the prevention and control of the COVID-19.At the initial response stage of the epidemic situation,it was exposed that the public health emergency system in China has problems such as imperfect grassroots medical and health organizations,small number of professionals,weak monitoring and early warning capabilities,small emergency supplies reserves,and poor logistical support.In the last two stages of epidemic prevention and control,China has promoted the effective cooperation of all parties and provided support and guarantee for epidemic.prevention and control through the establishment of a medical resource bank and a medical treatment expert group,the overall management of medical materials and living materials,the accurate,concise and intuitive notification of all kinds of important data at the first time,and the adoption of tax and interest reduction to promote the resumption of work and production.
