Institutional Capacity And The Construction And Development Of Child Welfare System

For maintain child right,secure child healthy grow up and promote social fairness and justice,ithas important and profound significance to establish child welfare system fitted in our context.The question focused on is an endemic child welfare system,say Luo-Ning Model.What's the systemic feature? Whether does it have the basic significance of welfare institution? What's the Luo-Ning Model and how does it work? Whether can this model be used for a reference?This paper is a traceable research of social events and a case study,mainly employing field study.This employs the approach of tracing to study the case of Luo-Ning Model in L county appearing in the development of our child welfare.It focuses on the formation and development of this model,and defines this model to be endemic systemic model for child welfare.The theory of this paper is based on institutional theory and general framework on systemic framework.Owing to the gradual development of this model from scratch,it follows the three stages of the development of Luo-Ning Model according to chronological sequence to observe and analyze this model.First,it investigates how Luo-Ning Model as endemic child welfare institution set up and develop,what measures it takes and which factors push its development.Second,it analyzes Model's phase characteristics,change and development.Third,from the perspective of institutional capacity,it focuses on analyzingthe institutional forming process of this Model and the influence of institutional capacity,and analyzes the rloe of resource and ritual according to the data.It reaches the following conclusions.First,Luo-Ning Model,as a developing endemic child welfare system,is turning from traditional offset aiding model to modern modest fair service model.Second,the Model's institutional conception,rules,organization and facilities have different features as it goes on.Third,during the development of Luo-Ning Model,institutional capacity has the important and key influence.Three factors of institutional capacity,such as knowledge quality,relation network and social mobilization,embody their characteristics during the process.Fourth,all diverse of resources are the premise and condition of Luo-Ning Model.These sources and types of resource,at some extent,determine the developing space of Model's institutional pattern and practice.Meanwhile,these determine its possibility of institutional development and innovation.Fifth,during the practice of Model,all rituals play a great role to promote the development of Model.Overall,it reaches the further conclusions.First,the Model as child welfare system embodies general significance.The modest general preferential institutional form of Model fits in the developing trend of child welfare system,even social general system,which also embodies the social and economic condition of our child welfare system.Second,the institutional practice of Model has general significance which has,to some extent,possibility and implication for any institutional innovation and development.It could be duplicated,studied and used for reference.Third,institutional capacity plays the important and key roles in Model's practice.Knowledge quality,relation network and social mobilization generally exist anywhere,which may become factors of institutional capacity and play the role of institutional capacity.Therefore,institutional capacity can become one valuable and significant perspective to investigate and research institutional practice and innovation.Fourth,the Model is inevitable,which further shows general significance of institutional pattern and practice.Fifth,the Model offers some Chinese experience in institutional practice.It optimizes ritual and new media during its practice,which is its important feature.Meanwhile,it is useful Chinese experience in institutional practice.
