A Study On Practice Of China Local Social Credit Construction

China has made significant achievements in the economic field, since the reform and opening up. But on the other hand, the social credit crisis has emerged along with the achievements. Social credit problems do not only occur in the economic field, but also has spread to all respects of social life. The central government has begun to establish credit system as early 90s last century and credit investigation tryouts have been set up in some regions,such as Shanghai City,Shenzhen City, Zhejiang Province, Jiangsu Province. But the social credit problems are not well resolved even to this day. Therefore, we should review the existing credit building model.Unfortunately; there is no empirical research on operation, run effects of the existing social credit system in the literature we could see.In this paper, the public credit system of Suining County is chosen as a case to show and analyze the design idea, content, operation mode and social effects of social credit institution. The main features of the Suining public credit system are as follows.(1) motivation of social control as logical starting point of.(2) Government-leading mode and low degree of popular participation.(3) Staged and centralized process.(4) Difference on institution implementation and the public acceptance. The study found that at this stage the construction of social credit is a continuation of past social control logic design ideas. Therefore, a mass content of social control are incorporated into social credit building. In the process of implementation, the local government relies on the executive power to implement social credit institution and its supporting activities. The attention of the government and the people for the ethical contest has surpassed social credit institution, making the construction of social credit alienated as a kind of moral quasi-simplification social control. It is precisely because of government’s administrative power, differences relied on "institutional identity" are evident in acknowledgment and acceptance of social members. The most obvious improvement effect of social credit institution is not melioration in social credit, but the increase in ethical behavior.This paper argues that the social credit institution has alienated as a pan-moralization of social control in practice and this alienation is achieved through setting a good model. There are not only historical and social traditions, but also significant interest-driven mechanism on setting model. Because of the interest-driven mechanism, we can see the passionate follow of the "Model"and disregard of social credit system. Second, implementation of social credit system mainly relies on administrative means, so the government needs organized mobilization and social mobilization. On the one hand, those who have (quasi-)"institutional identity" are admitted into the movement by the organized mobilization which was used in Danwei system time. On the other hand, the people who are pushed out the system participate the institution by social mobilization. Without the interest-driven mechanism, the implementation of the institution fails to spread outside of the system.
