At present,China is in a critical period of social development,and it is also a period of various social contradictions.Administrative decision-making,as a basic and universal behavior in government activities,plays an important role in transforming administrative functions and improving government administrative performance.It is also closely related to the public’s life and has a broad and far-reaching impact on social development.However,administrative decision-making errors are very common in the process of government governance.The damage and consequences caused by them infringe on the rights and interests of citizens,waste the resources of the state,and seriously affect the development of society.Administrative decision-making accountability is the main way to govern the errors of administrative decision,but it faces the basis for accountability is inadequate,standard is not unified,weak supervision and other issues.In addition,how to make it both to give full play warning role to punish failure,protect the "exploratory error" in reform and the leaders’ innovation consciousness and enthusiasm,has become the key points and difficulties of the current administrative decision accountability research.With the acceleration of the process of scientific,democratization and rule of law in administrative decision-making,the establishment of administrative decision-making mechanism is not only the restriction and supervision of administrative decision-making power,but also the strengthening of the responsibility of administrative decision-making leaders,and the reform of government institutions.The transformation of functions,comprehensively deepening reforms,and comprehensively promoting the proper meaning of governing the country should be according to law.As the most important maker of administrative decision-making,the leader should bear the necessary legal accountability,political accountability,administrative accountability,party discipline accountability and moral accountability due to the special nature of its duties and identities in administrative decision-making accountability.However,the determination of the administrative accountability of leaders in administrative decision-making is still facing many difficulties.On the contrary,the identification of other accountabilities can not only reflect the bottom line thinking of legal accountability,but also reflect the value pursuit of public administration for the protection and maintenance of public interest.The reason for this dilemma is not only related to the fuzzy conceptual boundaries of administrative decision-making and administrative accountability itself,but also to the classification and diversification.Besides,the organizational structure of administrative decision-making bodies caused by imperfect decision-making mechanism is also closely related to the reasons.Therefore,on the basis of defining the three core concepts of administrative decision-making,administrative accountability and leader,this paper systematically combs the evolution of administrative decision-making mechanism in China,and generalizes that the main responsibilities of leaders in administrative decision-making are political accountability,legal accountability,administrative accountability,Party discipline accountability and moral accountability,After that,analyze the relationship between the types of accountability.And then through the administrative decision accountability for leaders in the history review and the value of the administrative accountability identification card,combined with the typical case induces the leaders in our country’s administrative decision-making accountability for administrative accountability present situation and the existing problems and the main causes are: due to the traditional administrative decision-making in our country and the political ecological environment,and blame avoidance strategy under the administrative decision inaction,cause the administrative accountability system in administrative decision-making and the execution of the defects.In addition,the practical difficulties in applying the fault-tolerant and error-correcting mechanism cause problems such as the weakening of administrative accountability,the blurring of standards for the determination of administrative accountability,the lack of supervision,and the failure of remedy.In the administrative decision-making accountability,the identification of leadership’s administrative accountability should be based on the following principles: the comprehensive consideration principle combining qualitative and quantitative analysis,the principles of objective justice and scientific norms,and the principle of practicality(widely applicable).This is because the purpose of accountability of administrative decision-making is not only to find out the problems existing in it,but also to tolerate the "exploratory errors" in the process of reform and development;it is not only to punish the administrative subject with errors,but also to protect and embrave the decision makers whose enterprising and innovative.Therefore,the identification of leaders’ administrative accountability in administrative decision-making accountability is not only to solve the above problems,but also to improve the objectivity,fairness and institutionalization of responsibility identification.Based on the above analysis,this paper takes AHP-FCE method,using its hierarchical analysis ideas,to decompose the administrative accountability identification in the administrative decision-making accountability.Then using the method of quantity to make the process of administrative accountability identification systematization,mathematics and modeling.Compared with the traditional and current leadership administrative accountability identification methods,the AHP-FCE method can comprehensively examine the influencing factors of accountability identification,as well as reflect the flexibility that should be possessed in the accountability determination with the fuzzy evaluation process.AHP-FCE method improves the objectivity and scientific of leaders’ administrative accountability identification in administrative decision-making accountability.In addition,the ways to further improve the identification of administrative accountability in administrative decision-making accountability in China are to clear and definite principle of imputation,to to raise the responsibility consciousness of the administrative decision-making leader,to improve the system construction and strengthen the supervision mechanism.
