The Study On The Accountability Mechanism Of Major Administrative

In modern society,the extent and depth of managing the public affairs for the management is growing larger.Moreover,the influence towards the public interests and civil rights can not be ignored.The operation industry that regulates and restricts administrative important policy decision has become a tower of strength of constructing law-based government.The accountability mechanism of the important administrative decision is the security and premise of the operation industry.This thesis integratively takes advantage of the methods of comparative study,documents and materials and empirical research.This thesis firstly talks about the concept and basic question of the important administrative policy and then collects the theoretical foundation of the important administrative decision and the present state of practice and theoretical research at home and abroad.Following,the thesis analyzes the problems existing in the present accountability mechanism of important administrative decision in our country.Besides,the thesis puts forward the solutions of perfecting accountability mechanism of important administrative decision according to our national situations.At present,the construction of accountability mechanism of important administrative decision needs to reform from the following sides:regulating accountability legislation,clearing accountability subject,perfecting accountability mechanism.Only combining with powers from all sides,the new accountability mechanism system of modern important administrative decision can be established.The main body of this article is six chapters.The first chapter is the introduction,this part directly put forward the theme of the paper,simply explain the administrative decision-making academic background,domestic and international research status and research methods.Chapter 2 is an overview of accountability mechanisms for major administrative decisions.Secondly,on the basis of researching the relevant literature and combining social practice,it clarifies the meaning of the important administrative decision-making accountability mechanism,and analyzes the significance of the important administrative decision-making mechanism,and points out the meaning of the important administrative decision-making mechanism.The following major administrative decision-making accountability mechanisms relate to the relevant theoretical description to provide convergence.The third chapter mainly introduces the theoretical basis and elements of the important administrative decision-making accountability mechanism,through the analysis of relevant theories to clarify the theoretical,scientific and necessary of the important administrative decision-making accountability mechanism for the existence of the important administrative decision-making accountability mechanism The rule of law practice and improvement to provide the appropriate theoretical support.The fourth chapter and the fifth chapter are the key contents of this article,but also the content of mutual convergence between each other.The fourth chapter analyzes the practical problems of the existing administrative decision-making accountability mechanism in China from the perspectives of accountability legislation,accountability subject,accountability object and accountability procedure,and paves the way for further investigation of the important administrative decision-making accountability mechanism.The fifth chapter of the article is for the mechanism mentioned above in the construction of the problems encountered,one by one to try to explore the solution strategy.On the one hand is to develop a unified administrative accountability law,clear the legitimacy of major administrative decision-making accountability,normative,active and effective guidance of China's major administrative decision-making accountability mechanism;the other is from the clear accountability of the subject and object To discuss the specific administrative decision-making accountability should be "who accountability","who accountability" and other aspects of the problem;Moreover,based on the previous study to determine the implementation of specific procedures for accountability,improve the administrative decision-making accountability The Finally,on the basis of the research,the sixth chapter puts forward the superficial strategies and suggestions for the construction of the accountability mechanism of major administrative decision-making in China.
